If the Property is zoned for commercial or <br />industrial uses, the Property or the area to be <br />annexed must be contiguous to the central incor- <br />porated area of the City of Eugene at the time of <br />proposed annexation. In other words, the area to <br />be annexed cannot merely be contiguous to a portion <br />of the City surrounded by unincorporated territory; <br />and <br />b. At the time of annexation the City of Eugene must <br />be able to provide to the Property the key urban <br />facilities and services set forth in the Metro Plan. <br />G.
