Narrative addressing approval criteria <br />The standards for annexation are stated at EC 9.7825. There are three standards: <br />Annexation — Approval Criteria. The city council shall approve, modify <br />and approve, or deny a proposed annexation based on the application's <br />consistency with the following: <br />(1) The land proposed to be annexed is within the city's urban growth <br />boundary and is: <br />(a) Contiguous to the city limits; or <br />(b) Separated from the city only by a public right of way or a <br />stream, bay, lake or other body of water. <br />(2) The proposed annexation is consistent with applicable policies in <br />the Metro Plan and in any applicable refinement plans. <br />(3) The proposed annexation will result in a boundary in which the <br />minimum level of key urban facilities and services, as defined in the <br />Metro Plan, can be provided in an orderly, efficient, and timely manner. <br />The most recent annexation in this area was done by the Boundary Commission in 2006 <br />to prepare a portion of the golf course site as a possible hospital location. The annexation <br />was for about 29.14 acres of private land and 2.83 acres in adjacent road right of way, for <br />a total of 31.97 acres. See 2006 River Ridge Annexation, Boundary Commission Order <br />in C EU 06 -10 (Feb. 2, 2006) and Staff Notes, attached as Exhibit F and G, respectively. <br />That balance of this part addresses the three approval criteria. <br />(1) Urban Growth Boundary: All of the property proposed to be annexed is <br />within the UGB. At this site only the western and northern boundaries have not been <br />made site specific via earlier decisions. <br />Eastern and Southern Boundary of Subject Property: <br />The eastern and southern boundaries of the subject property are adjacent to land in the <br />City. These areas are plainly in the UGB based on the Metro Plan map. <br />River Ridge Annexation Supporting Narrative — Page 4 <br />
