Attachment C - Application Materials <br />Wastewater services: When property is annexed to the city, it is automatically <br />annexed to the Lane County Metropolitan Wastewater Service District, as provided for in <br />ORS 199.510(2)(c). See discussion in 2006 River Ridge Annexation, Staff Notes at IV- <br />F-8. Exhibit G. In the post - Boundary Commission era, the subject property will have to <br />be annexed to the MWSD in a separate action, following annexation to the city. <br />The 2006 River Ridge Annexation described the status of city wastewater services in this <br />area and determined that this service will be available in adequate quantity and quality. <br />See 2006 River Ridge Annexation, Staff Notes at IV -F -B. Exhibit G. It recites that there <br />is a 6 -inch wastewater line at Ayres Road and Meadow View Drive, another 6 -inch line <br />near the intersection of North Delta Hwy and Stapp Drive, a 15 -inch line located in North <br />Delta Hwy north Green Acres Road, an 8 -inch line stubbed to the east boundary of the <br />subject property in Sand Trap Lane, and an 8 -inch line stuffed to the east boundary of the <br />subject property in Meadow View Drive. <br />Stormwater services: The 2006 River Ridge Annexation described the status of <br />city stormwater services in this area and determined that this service will be available in <br />adequate quantity and quality. See 2006 River Ridge Annexation, Staff Notes at IV -F -B. <br />Exhibit G. The city's current stormwater system includes sloughs (Dodson Slough) and <br />ditches and ponds on the subject property on both sides of North Delta Hwy, but no <br />improved facilities. As the city noted in its comments on the 2006 River Ridge <br />annexation, site plans for any new development must provide for drainage to an approved <br />system consistent with the adopted Comprehensive Stormwater Management Plan <br />(CSWMP). See 2006 River Ridge Annexation Staff Notes at IV -F -B. Exhibit G. <br />Transportation: The transportation facility analysis for this annexation is the <br />same as for the 2006 River Ridge Annexation. North Delta Hwy north of the Ayres Road <br />intersection is a local access road, as is Ayres Road west of North Delta Hwy. Ayers <br />Road east of the intersection (adjacent to the subject property) is a city major collector. <br />The city planning staff noted, in support of the 2006 annexation, that the fact that the site <br />is served by two streets is sufficient evidence that some level of urbanization can be <br />supported by the annexation. Further analysis of needed transportation facilities can <br />await the development review process. See Memorandum from K. Yeiter, Principal <br />Planner, to Boundary Commission (Jan. 3, 2006), attached to Boundary Commission <br />Staff Notes at IV -1 Exhibit G. <br />Solid Waste Management: Private firms and individuals collect and transport <br />solid waste to the Lane County administered landfill. <br />Water Service: As found in the 2006 River Ridge Annexation, water service is <br />available to the subject property from a 12 -inch water main located at the intersection of <br />Ayres Road and North Delta Hwy. 2006 River Ridge Annexation, Staff Notes at IV -F -7. <br />Exhibit G. <br />River Ridge Annexation Supporting Narrative — Page 8 <br />
