Attachment C - Application Materials <br />natural state, and it does not have any wetlands designated for preservation in the city's <br />Goal 5 Conservation Plan. <br />Protect Sand & Gravel Resources is consistent with an expansive drawing of <br />the UGB. None of the subject property is planned or zoned for Sand & Gravel extraction. <br />Sand and Gravel uses are adjacent to the north. <br />Meet Housing Goals would support including as much acreage as possible in the <br />UGB, so as to maximize the land available for residential development. <br />In summary, with respect to the boundary of the UGB along the western edge of the <br />subject property, the applicant suggests that the boundary should be set at the edge of the <br />floodway. That metes and bounds call is reflected in the legal description of the area to <br />be annexed, which appears in Exhibit D. <br />(2) Consistency with Metro Plan Policies and applicable refinement plans: <br />The Metro Plan Policy 10, page 11 -C -4, recognizes annexations through this <br />normal process to be the highest priority. <br />Metro Plan Policy 8, page 11 -C -4, provides for annexation when a minimum level <br />of key facilities and services can be provided. This policy is the subject of the annexation <br />standard in (3) below. <br />The subject property is also within the area of the Willakenzie Area Plan an area <br />refinement plan. The plan, however, contains no policies directly relevant to annexation. <br />(3) Provision of a minimum level of key urban facilities and services in an <br />orderly, efficient, and timely manner: <br />The Metro Plan defines the "Minimum Level" of "key urban facilities and services" as <br />including <br />"wastewater service, stormwater service, transportation, solid waste <br />management, water service, fire and emergency medical services, police <br />protection, city -wide parks and recreation programs, electric service, land <br />use controls, communication facilities, and public schools on a district - <br />wide basis (in other words, not necessarily within walking distance of all <br />students served)." <br />Each of these facilities and services is addressed below. Reference is made to the <br />findings of the Boundary Commission in the 2006 River Ridge annexation, which is <br />adjacent to the subject property. See Exhibit G. <br />In summary, the minimum level of key urban facilities and services is either immediately <br />available or can be provided within a reasonable future time frame as needed. <br />River Ridge Annexation Supporting Narrative — Page 7 <br />
