<br />ATTACHMENT C <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />th <br />Eugene, Oregon 97401 <br /> <br />April 8, 2013 <br />7:30 p.m. <br /> <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, <br />Chris Pryor, Claire Syrett <br /> <br />Council President Poling, opened the April 8, 2013 City Council meeting. He noted tht Mayor Piercy was in <br />Washington DC on the annual United Front trip. <br /> <br /> <br />1. CEREMONIAL MATTERS <br /> <br />EWEB Commission Chair, John Simpson, presented Councilor Brown with an award for work <br />done by the Metropolitan Wastewater Management Commission (MWMC) to realize savings <br />in energy and electricity use and to promote conservation. <br /> <br />2. PUBLIC FORUM <br /> <br />Deb Frisch – Spoke about the lack of progress on homeless issues; addressed proposed fee. <br />Patrice Dotson – Said Eugene is not a human rights city if we criminalize homelessness. <br />Alley Valkyrie – Spoke about the Police Department harassing homeless people. <br />John Monroe – Spoke against the Downtown Guides and asked why money is spent on this. <br />Barbara Prentice – Requested City Council discussion of the arrests of homeless people. <br />Debra McGee – Said arrest of homeless people was terrorism. <br />Joe Tyndall – Noted lack of progress on homeless issues; feels city has the wrong priorities. <br />Jesse Lee Rishel – Spoke of Freemasons and their history in Eugene. <br />Mariah Hawk – Reported she was arrested for sleeping, but she is not a criminal. <br />Winona Rice – Said she was one of eight people arrested for sleeping in public. <br />Anasha Bravo – Said she was arrested for sleeping public; questioned EPD tactics. <br />Mitchell White – Reported that he was injured when he was arrested for public sleeping. <br />Paul Solomon – Sponsors: Asked for support of Housing Services for Offenders Re-entry Program. <br />Kimberly Gladen – Said Downtown looks nice, but shopping centers don't help our community. <br />Sabra Marcroft – Asked the council and others to focus on what really matters to the community. <br />Michael Areia – Spoke about Americans and prosperity; concerned that jobs are going overseas. <br />Drix – Supported change, cooperation and pride in Eugene. <br />Christina Bellini - Concerned about the arrest of homeless people - help protect human rights. <br /> <br />3. CONSENT CALENDAR <br /> <br />Councilor Brown pulled items F and H for discussion. <br /> <br />MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to approve <br />the items on the Consent Calendar.
