<br />ATTACHMENT D <br /> <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />th <br />Eugene, Oregon 97401 <br /> <br />April 10, 2013 <br />Noon <br /> <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, <br />Chris Pryor, Claire Syrett. <br /> <br />Council President Poling opened the April 10, 2013 City Council work session. He noted that Mayor Piercy <br />was in Washington DC on the annual United Front trip. <br /> <br />A.WORK SESSION: An Ordinance Adopting Hazardous Substance User Fees for the Fiscal Year <br /> <br />Commencing July 1, 2013. <br /> <br />Joann Eppli, Toxics Right-To-Know program manager, provided some background and referenced a <br />memorandum she had sent to the council the week prior, which provided information and addressed <br />their concerns. In response to questions, she acknowledged the ongoing struggles related to State <br />requirements, specifically the inequity of the fee structure for small and large businesses in Eugene. <br />Several councilors requested that this item be added to the Intergovernmental Relations Committee’s <br />agenda. <br /> <br />MOTION AND VOTE: Councilor Pryor, seconded by Councilor Taylor, moved to adopt <br />Council Bill 5090 adopting hazardous substance user fees for the fiscal year commencing <br />July 1, 2013.
