All applicable City of Eugene <br /> regulations remain in effect. <br /> <br /> (r) The last paragraph of the Introduction to the Land Use Diagram (page 35) of <br />the SAS is amended as follows: <br /> <br /> The Land Use Diagram and Text should be used in conjunction with each other and <br /> should not be viewed as separate entities. The symbols on the diagram, <br /> designating different uses, directly correlate to the uses explained in the Diagram <br /> Text. In other words, ("l" Institutional] on the Diagram is explained under the <br /> Institutional section of the Diagram Text. <br /> <br /> (s) The land use diagram (page 36) of the SAS is replaced by the Land Use <br />Diagram for East Campus Lands as shown on the attached Exhibit C, which is <br />incorporated herein. <br /> <br /> (t) The Land Use Diagram Text (pages 37 through 39) is amended as follows: <br /> Low-Density Residential (L) <br /> <br /> This area generally encompasses the south and east portions of the special <br /> study area. This area is to remain in Iow density residential use with <br /> emphasis on preserving and maintaining the single family character which <br /> currently exists and is considered an integral part of the neighborhood. On <br /> University-owned lands within the state approved University boundary, the <br /> limitations on Conditional Uses described in Policy #6 of the University of <br /> Oregon Lands Policies - East Campus Area apply. Maintaining the <br /> symmetry along Villard Street between 15th and 19thAvenues is important. <br /> However, the University-owned Low Density Residential area not facing <br /> Villard Street may be developed as passive or active open space to provide a <br /> buffer from the adjacent Iow density residential area. <br /> <br /> Low- or Medium Density Residential (L/M) <br /> <br /> This area is currently owned by the Oregon State Department of <br /> Transportation (ODOT). It contains the Eugene Office of the State Police, <br /> the District Engineer's Office, and the maintenance facility for the Highway <br /> Division. The State has expressed interest in relocating these functions. <br /> The diagram indicates the area should be for Iow- or medium-density <br /> residential uses should the State decide to relocate in the future. <br /> Development in the area should preserve a parklike border along Franklin <br /> Boulevard to preserve the "gateway entrance" to the city.
