The proposed amendments do not create or amend the metropolitan area's list of Goal 5 <br /> resources, do not amend a code provision adopted in order to protect a significant Goal 5 <br /> resource or to address a specific requirement of Goal 5, do not allow new uses that could <br /> be a conflicting use with a significant Goal 5 resource site, and do not amend the <br /> acknowledged Urban Growth Boundary. The uses allowed on the properties will not <br /> change as a result of the actions, as the properties are not being re-zoned as a part of these <br /> actions, and no new regulations are being applied to the properties as a result of these <br /> actions. Therefore, Goal 5 does not apply. <br /> <br />Goal 6 - Air, Water and Land Resources Ouality: To maintain and improve the quahty of&e air, <br />water, and land resources o~f the state. <br /> <br /> The proposed amendments, if adopted, would provide for intensification of development <br /> on state-owned (University) land that is currently underdeveloped. The amendments <br /> would promote infill development, thus providing for more efficient use of land resources <br /> within the city hmits. The applications submitted by the University do not amend the <br /> metropolitan area's air, water quality or land resource policies. Therefore, the <br /> amendments are consistent with Goal 6. <br /> <br />Goal 7 - Areas Subject to Natural Disasters and Hazards: Toprotect life and property from <br />natural d~sasters and hazards. <br /> <br /> The subject parcels are not located within areas of natural disasters or hazards. The site is <br /> outside the 100 year flood zone and is not subject to hazards normally associated with <br /> steep slopes, wildfires, or tsunamis. Other hazards, such as earthquakes or severe winter <br /> storms can be mitigated at the time of development based on accepted building code and <br /> techniques. Based on the evidence, the amendments are consistent with Goal 7. <br /> <br />Goal 8 - Recreational Needs: To satzs~, the recreational needs o~ the citizens of the state and <br />v~sitors and, where ap£rol2riate, to provide for the siting of necessa~ recreational facihties <br />including destination resorts. <br /> <br /> Goal 8 ensures provision of recreation facilities to Oregon citizens and is primarily <br /> concerned with the provision of those facilities in non-urban areas of the state. The <br /> proposed amendments will not impact provision of recreational facilities, nor will they <br /> affect access to existing or future recreational facilities. Therefore, the amendments are <br /> consistent with Goal 8. <br /> <br />Goal 9 - Economic Development: To prowde adequate opportunities ~hroughout the state fbr a <br />variety of economic activities wtal to the health, welfare, and prosperzty of Oregon's citizens. <br /> <br />Exhibit D - Page 4 <br /> <br /> <br />
