Goal 2 requires that plans be coordinated with the <br /> plans of affected governmental units and that opportunities be provided for review and <br /> comment by affected governmental units. To comply with the Goal 2 coordination <br /> requirement, the City coor&nated the adoption of these amendments with all affected <br /> governmental units. Specifically, notice was mailed to the Eugene Water and Electric <br /> Board, Oregon Department of Transportation, Lane County Public Works, Lane Transit <br /> District, and Eugene School District 4-J. There are no Goal 2 exceptions required for <br /> this ordinance. <br /> <br />Goal 3 - Agricultural Land: To presem,e and maintain agricultural lands. <br /> <br /> The amendments are for property located within the city limits and do not affect any land <br /> designated for agricultural use. Therefore, Goal 3 is not applicable or relevant to the <br /> amendments. <br /> <br />Goal 4 - Forest Land: To conserve forest lands. <br /> <br /> The amendments are for property located within the city limits and do not affect any land <br /> designated for forest use. Therefore, Goal 4 is not applicable or relevant to the <br /> amendments. <br /> <br />Goal 5 - Open Spaces, Scenic and Historic Areas, and Natural Resources: To conserve open <br />space and protect natural and scenic resources. <br /> <br /> There are no known natural resources, open spaces, or scenic areas requiring protection <br /> within the amendment area boundary. <br /> <br /> The proposed amendments will allow for redevelopment of land within the amendment <br /> area boundary in accordance with university, city, metro and statewide policy related to <br /> the protection of natural resources and the preservation and creation of commtmity open <br /> spaces. <br /> <br /> With respect to historic resources, there are no known designated historic sites, structures, <br /> or districts within the amendment area boundary. <br /> <br /> With respect to carrySng capacity of land, air, and water resources, the proposed <br /> amendments will provide for intensification of development on land inside the Eugene <br /> Urban Growth Boundary, and will utilize existing facilities and services. The <br /> amendments, therefore, will reduce pressure for development on the urban fringe and will <br /> reduce the potential need to expand the UGB and impact surro-tmding land, air, and water <br /> resources. <br /> <br /> Exhibit D - Page 3 <br /> <br /> <br />
