City of Eugene City Hall Complex Master Plan
Community Forum #1-Summary Report

. City Hall should be non-intimidating and accessible for all disabilities.

. Hearing impairment is the most common disability and should be accounted for in the future
plans for City Hall.

. Avoid computer kiosks in future plans; they are not user-friendly for the sight-impaired.

. Increase the use of way finding signage.

. Create a village green atmosphere and make City Hall inviting for people to linger and
visit-amenities.

Comments from small groups and written comments

. Add "to the public" after "friendly."

. Public- friendly is more important than staff-friendly.

. Keep the current, user-friendly building.

. Add "online and in buildings" (accessible) to the end.

. Handicapped accessible.

. For public, staff, and officials.

. Also by wheelchair users.

. Accessibility.

. The City does not have the right to provide (be landlord for) private business. There should
be no restaurants, galleries, or similar in the building. Small coffee shop O.K.

. Building should be in proximity to Lane County public services. Keep in mind
access/accessibilities for alter-abled, elderly and children. Build should reflect a welcoming
environment for all races and economic classes. A public plaza with user friendly
amenities-sitting, eating and comfortable areas for customers. Like the Atrium.

. User friendly should accommodate handicapped. Work at home whenever feasible-could
reduce area needed for workspace.

. Current building not user-friendly. Open space not effective. Consolidation is important for
user-friendly. Consider alter-abled people. Move police, concern about e.g. Blue River flood
zone. Need some downtown.

. Azra Khalidi provided a sketch outlining the potential layout of a six-story new city hall
building. The building would be situated between High and Pearl Streets on 8th Avenue. The
structure would be separated from a parking area by an alley. The first floor would house the
police department and investigation, and provide secure parking. The second floor would
house public works; the third-police administration and the City prosecutor; the fourth-the
City manager, mayor, and council; the fifth-city planning and permits, and the sixth-
finance, documents, and distribution. The structure would feature a rooftop garden and bird
sanctuary.

. Have a welcoming central courtyard-perhaps some play equipment-tables and places for
people to sit and eat lunch or relax and talk.

The JD White Company, Inc.

Page 6

April 2006
