City of Eugene City Hall Complex Master Plan
Community Forum #1-Summary Report

. Work to have meeting rooms and spaces as welcoming and open as possible-lighting
visualization and how about rooms with circular tables so there is no head of the table
(spoken or unspoken focus of authority.)

. The current City Council chamber has City Council members elevated on a platform, tables
with recorders, and City officials below and then a railing to separate all those important
people from the other really important people. Community members are architecturally
isolated from the City Council who looks down on them. Oh well...

. Somehow figure out how to make this place youth friendly. How nice it would be to have a
courtyard where youth felt comfortable coming and hanging out.

. Do the same for other segments of the community who usually don't trust City Hall and
don't feel welcome and how may feel disenfranchised-non-English speakers, low income
folks, and the homeless. How wonderful it would be to create a place, a City Hall that really
is open to and used by all parts of this City. This is not impossible and certainly would take
some time.

Project Value D: Embody environmental stewardship
Votes: 56

Comments from large group discussion
. Incorporate edible landscaping throughout, everywhere possible. This will be increasingly
important.

. Would like to see a green, energy-efficient building.

. In creating energy efficiency ideas into the building, make sure that those features are
showcased so the public will be able to see, understand, and learn how they work.

. Priority # 1 environmental stewardship is predicated on the careful determination of the basic
need assessment for a new site. Total energy lost or gained in materials or energy usage to
justify a new city hall. Employ independent group to analyze this in order to build trust.
Careful financial analysis with priorities of other needs of the City.

. The principle of environmental stewardship has to be paramount in the design.

. Passive solar

. Photovoltaic solar

. Native landscaping

. Energy efficiency

. Use of green building materials

. The building should be a model for the community as a work place for employees and a
meeting, working, business center for the public.
