City of Eugene City Hall Complex Master Plan
Community Forum #1-Summary Report

. Votes for Somewhat Important: 6

. Votes between Somewhat and Very Important: 6

. Votes for Very Important: 10

Comments from large group discussion pertaining to "Not Important" choice

. It is too expensive to locate all City employees downtown.

. Does not foster community policing.

. Not having the police station at the same site: It's been fine all these years to have it across
the street. Our group doesn't want a new police facility, doesn't want to pay for it. We voted
no so many times.

. Good to have admin police functions with other government functions good supervision.
If police/public interface is close to other public services people in need are more likely to
use multiple services. Police should be demilitarized.

. Not important to have police inside city hall because separating police means city hall
doesn't have to be built to as high seismic standards. Separating police would save money.

. Police patrols become community policing centers. City hall-simple, lasting, beautiful.
Close to county. Citizen meeting rooms.

. Police services and municipal courts should attempt to be part of a justice center-separate
from City Hall-with additional jail cells and circuit and district courts.

. It seems horribly inefficient and expensive to have patrol officers go to City Hall to check-in,
get their vehicle and then go out in the community on patrol.

. Integration of police into City Hall doesn't preclude remote community stations. Counter the
trend to militarization of police. Integrate police force into government. This is a chance to
incorporate the values that make Eugene unique: farmers market, green building, public
participation, solar, public transportation. Affordability.

. Patrol is a function of logistics not for public discussion. Police administration and
investigations are far more important to other civic functions.

. Removal of police patrol from city hall will allow roll call to be done at ward level stations-
police will spend less time commuting and more time patrolling. City Hall should have
military-like presence of patrol removed. City Hall should emphasize open relationships and
citizen authority-not police authority.

. Police department funding has been voted down 3 times and should not be attached to city
hall funding.

. Has the defeat at the polls of building a new downtown police station reflected an opposition
to this proposition or a negative reaction to some police actions like Lara & Magana crashing
a National Guard tank into a house in Whitaker, etc. - Denny Guehler

. I believe it is important for the police and other city government. Police should not be
isolated. If they are seen as part of government as a separate entity perhaps some of the
public's fears may dissipate. Whether they are in the same building or in very close
proximity to interact with the rest of city employees/government/courts.
