City of Eugene City Hall Complex Master Plan
Community Forum #1-Summary Report

to support a precinct model? One central unit that police could rotate through. The primary
location should be downtown to promote greater presence in the community.

. Patrol needs district facilities.

. Option of not having a centralized patrol facility in.

. Something downtown substation but not needed at same site.

. Good to have administrative police functions with other government functions. Good
superVISIon.

. If police/public interface is close to other public services people in need are more likely to
use multiple services.

. Police should be demilitarized.

Written comments pertaining to "Not Important" choice

. It is too expensive to locate all City employees downtown

. Does not foster community policing.

Comments from small groups and written comments

. Patrol should be located where operationally functional.

. Base patrol location on access to transportation corridors.

. Administrative decision.

. Essential facilities.

. Community policing.

. Consensus of all six table members: It is important to us that the patrol facilities not be in
City Hall.

. It is important to have patrol facilities close to other police functions and City Hall; assuming
City Hall is downtown.

. Consolidated, not necessarily at City Hall.

. Police administration in City Hall is needed, but not needed to have patrol facilities there.

. Patrol facilities should be visible downtown, but not necessarily in City Hall.

. Why worry so much about police, when fire was decided administratively? There are some
similarities in the departments.

. It is paramount to keep the chief of police separate from the city manager. This physical
division could further the necessary separation of powers.

. Important to keep police headquarters/central patrol facility separate from City Hall-too
congested, too intimidating for public. Doesn't need to be downtown. Less costly elsewhere.

. Perhaps a separation of the Eugene Police Department (EPD) and the Human Rights program
into two wings on opposite sides of a courtyard. Some people coming to the Human Rights
office are anxious about the current close proximity of the EPD.

Comments from large group discussion pertaining to "Very Important" choice

. Surprised that not too many attendees found this choice important.

The JD White Company, Inc.

Page 14

April 2006
