City of Eugene City Hall Complex Master Plan
Community Forum #1-Summary Report

. V otes for Very Important: 26

Comments from large group discussion pertaining to "Not Important" choice

. Need neighborhood precinct sites.

. Downtown has a high crime rate and it appears that locating police station there would have
no affect on the crime rate.

. Downtown parking is expensive-not cost effective to locate police there.

. Moving the police out of City Hall frees up space and may determine that no new City Hall is
needed.

. Need to integrate the police within the community and government.

. The project team should educate interested parties regarding Measure 16 from 2002-the
availability of State bonds for essential service facilities.

Comments from large group discussion pertaining to "Very Important" choice

. The question is worded poorly-the police's ability to respond is a key part of their
functions. You do want some police downtown. Need substations.

. Locating police downtown does not preclude remote sites and community policing.

. Favors downtown location to promote density, and participation with the community. If they
are not downtown they will be less visible.

. Where do police begin their patrols?-we are discussing where they begin. The police need
to be close to City Hall. It could be more cost effective for the facilities to not be on the same
site as City Hall.

Written comments
. Demilitarized precincts on either side of the river.
. It is important not to be downtown.
. Patrol in neighborhood precincts.
. It is important to have patrol facilities away from downtown.
. Important to be outside downtown.
. Convenient!
. Some, or all?
. Some patrol facilities located downtown.
. More important to have highly visible, well lit sub-stations.
. Patrol officers and facilities should be spread throughout the community. At least one facility
in downtown core.
. Avoid police fortress.
. Do not isolate police from the public. Deinstitutionalize.
. Do isolate public from police (not consensus!).
. I agree wholeheartedly that the EPD be demilitarized and be more community-friendly. Also,
neighborhood precincts with walking patrols would facilitate this.

The JD White Company, Inc.

Page 16

April 2006
