<br />City of Eugene City Hall Complex Master Plan <br />Community Forum #1-Summary Report <br /> <br />. It's important to have some police presence downtown, but I'd like to see precincts. <br /> <br />. Lane County Disaster Manager, speaking to City Club, reported in December 2005 "if you <br />have critical services in the basement, you might want to move these services to the 2nd <br />floor." Our comments: If an earthquake of the size that would topple buildings in the <br />downtown happens... dams will probably break and the city downtown may be severely <br />flooded... Leading us to believe the Police Dept. should be moved out of the downtown <br />core. .. closer to the hills. <br />It depends on how it pencils out. (Keeping police facilities there) <br /> <br />. I think police presence should be more evenly distributed in "substations" rather than <br />downtown concentration. <br /> <br />. Having satellite police stations set up with or similarly like our fire stations that seem to work <br />well for response. <br /> <br />. Patrol offices can be spread throughout the city. There must be some patrol facilities <br />downtown but not all facilities need to be downtown. <br /> <br />. Precincts! == sense of community. This is possible and works. What about a precinct model <br />with a downtown precinct located to allow interaction between patrol and city employees? <br />What about victim and arrestees interactions with public? It should be different than <br />interaction with patrol. <br /> <br />. Police patrol should be outsourced to the satellite community police centers. <br /> <br />. All city government functions should be located within the designated downtown area. <br /> <br />. Dispersing patrol into neighborhoods helps build community relationships, dissipate the <br />militaristic model that presently exists in our dept. model. <br /> <br />. Think about the future of policing needs in the next 20-30 years of growth. That to me means <br />dispersing them to precincts. <br /> <br />. Why patrol not downtown? Does not promote community policing! Create neighborhood <br />precincts and spread the Patrol Division out across the City. <br /> <br />. Re Question 3: 1. Land costs downtown are too high to use it to store automobiles. 2. <br />Establish precinct stations out in the community. 3. The Chief belongs near the City Manager <br />in City Hall-the rest of the police functions belong in precinct stations or in a single facility <br />located at 2nd and Chambers. <br /> <br />. 50% of opinion favored dispersing police functions, principally for economic cost and <br />efficiency reasons. A minority felt it was important that police not be isolated from the <br />public/other city government. <br /> <br />. For diversity of earthquake safety, have a police station on each side of the river. <br /> <br />. Revised to read: How important is it to you to have some patrol facilities located downtown? <br /> <br />. If patrol function is moved from existing building, important to find ways to bring light into <br />rehabilitated spaces (glass block?). <br /> <br />.
