City of Eugene City Hall Complex Master Plan
Community Forum #1-Summary Report

Other Comments from Large Group Discussion

. Would like an e-mail highlighting the results of the forum.

. Would like a broader discussion of principles, otherwise citizens will lose interest in process.

. The City Council disregards participation and the Whole Foods process colors the City Hall
process. There is a low level of trust with the City Council at the moment.

. Project information is biased-you should not be selling the project to the public.

. The City Council has decided not to maintain the City Hall facility as a means of making the
problems seem worse than they really are.

. Why not maintain the status quo?

. Include "other" as part of tallying votes for the values voting exercise.

. Improve microphone sound quality for future meetings.

. Please speak to our civic groups as part of outreach process.

. By the time a farmers market becomes part of City Hall, the conglomerates will have already
absorbed demand.

. Include the public in conceptual design choices before any bond measure.

Other Written Comments
. As an aside use Ballot Measure 16 from 2002 as a tool for financing.
. Do not like police department getting funded in this manner-by passing overwhelmingly
defeated tax levies.
. Issue seems disembodied from other parameters.
. Why 20 minutes for this weird make-work issue?
. What about community policing? Decentralization.
. What about other, bigger problems with the bubble diagrams that are not related to police?
. What about a farmer's market downtown?
. Process is not very open because the dot game is only polling.
. "Other City Hall Functions" is all the interesting stuff.
. When only one speaker has a mike it is not a community discussion.
. Why do city space uses seem to have 300-400 square feet per employee?
. Space numbers and what is in and out of the picture on the propaganda map in Newsletter #1
are confusing and arbitrary.
. The time management and focus plan need work!
. This public involvement process is empty at its heart as long as you let the City Council keep
it on a too tight a leash.
. After largely wasting people's time tonight, are you going to have: 1) less participation, or 2)
angry participation, next time?

The JD White Company, Inc.

Page 18

April 2006
