City of Eugene City Hall Complex Master Plan
Community Forum #1-Questionnaire Responses

. Meeting hall in center. City manager system of government-remove him. Do not like
unconnected nature of administrative officers.
. A work of art-keep it!
. There's nothing I like about it (except the location-rebuild there), ugly, unsafe, obsolete,
poor use of land, inefficient, ugly.
. Like: location. Do not like: lack of use of atrium (space now at a premium). Also-more
function, less style and appeal to artistic factions.
. Like: efforts to make it accessible. Dislike: cramped inside building.
. Landscaping is good on 8th and Pearl Street. City Hall and Council chambers are good-
looking. Rooms are small for meetings and no air during night meetings.
. Too small for City government.
. Street level access/interaction is very tough!
. Location good. Facility bad.
. Not very attractive outside.
. Like: architecture/symbolism of council chamber center. Classic form of democracy.
Dislike: not large enough to accommodate City functions.
. Like: connection of chamber to outside, location is convenient. Dislike: just about
everything else, lack of street presence, low density, mean spaces for staff.
. It has historic value. It is a comfortable, usable building, non-intimidating. It's affordable
as-is and can easily be enlarged if needed.
. I like it because it is central and easily accessible. I do not like the aesthetics of the
architecture.
. Old looking-needs paint.
. Lack of direct sunlight entering building. Non-utilization of water feature. Waste of
material on the exterior of the building.
. (1) It is purposefully anti-monumental and symbolically communitarian. (2) It is one of
our best examples of 1960s modern architecture. (3) It is one of the best and most
important buildings by local architects.
. Old City Hall-City functions should be in one place (planning, building, administration,
mayor). Get cops out of downtown.
. The style is hideous. The council chambers are awful for meeting. I have been in the seats
as well as taken testimony. The meeting room for small meetings is not convenient for
more than a few observers. The entire site does not meet the City's stated goal of compact
urban development. CH's FAR is about .6: 1 when it should be at least, but really, more
than 2: 1.
. Like: The central council chamber's formal presence as per the physical orientation and
infrastructural concept. Don't Like: The aesthetic quality of the total buildings
presentation. Especially in its relation to the street.
. It's fine as it is, if it were seismically updated.
. City Council meeting room (McNutt) is too small. The rest of the building is O.K.
. Separation from street (physically and visually).
. Cool architecture.
. Open, inviting environment.
. I do not like design because it is an inefficient use of energy and space.
. I like the Council chamber and bridge to the County building.

The JD White Company, Inc.

Page 2

April 2006
