City of Eugene City Hall Complex Master Plan
Community Forum #1-Questionnaire Responses

me the group is of generally more singularly minded than Eugene as a whole. This group
is not going to give you a cross section of Eugene.
. Thank you for your presentation!
. Seem to be working fine.
. Fiscal responsibility is very important and money is needed in many areas (roads, etc.)
and whether it is renovation or moving to an existing building-that would work.
. Yes. I would have liked to have seen more of this consideration and congeniality
extended to the citizens and taxpayers over the downtown developmental decisions such
as the Whole Foods development and adjacent parking garage.
. No, I am new to Eugene.
. Not at this time. Stay tuned.
. Cannot hear comments from public. Only speaker has microphone.
. Increase diversity of participants.
. More group discussions! Whole system thinking!
. Do not schedule it during other neighborhood meetings (i.e. Walnut Station).
. You need a better writer on staff. Questions are more ambiguous than necessary.
. Preliminary education and decision to broaden education. Arrange government leaders to
prevent chaos. All new buildings must be constructed to allow adding upper stories-
growth cannot be stopped in the short-term so anticipate the need for expansion. We must
build up not out.
. Keep it limited to the groups who have positive vision of Eugene and keep in mind that
the new building should serve the purpose of next generations and the building should
reflect the picture of what Eugene is-display of outstanding art work by local artists-
pottery, paintings, weaving (hand-woven pieces), wood carvings, etc. Future City Hall
can look better than Jacobs Gallery. All entrances (street) should be wheelchair
accessible and should have signs for the blind/visually impaired. Build the new City Hall
maybe 6 floors high (like Key Bank in the downtown) with stable ground foundation and
should create double square footage in comparison to what City services have as a whole.
City should turn current City Hall into a convention center and open to public meetings
from citizens (e.g. City Club).
. Keep participants focused on the task.
. Somehow, we need to reach to non-vocal, non-attendees that represent a broader group of
citizens beyond those attending the sessions. Assign people to tables so that there is more
balance around tables.
. More facts and figures. More details, more public discussion as a larger group, or
circulating the groups. Stop using generalities that can be interpreted differently by
different people (such as the people at the forum may use the terms differently than the
City government).
. A more organic process that is more informative of the issue, which is primarily why we
are here, it is a real necessary project to begin with. It would have been appropriate to
have greater line information about process before meeting. Hopefully we will be more
versed before the next meeting.
. Yes, FM devices hooked into existing microphone system with receivers and neck loops,
head sets.
. Open discussion of ideas and values before we are made to choose those that are given.

The JD White Company, Inc.

Page 9

April 2006
