<br />City of Eugene <br />City Hall Complex Master Plan <br /> <br />Community Forum #1 Summary Report <br /> <br />INTRODUCTION <br /> <br />The City of Eugene (City) held the first of four community forums to receive citizen input on the <br />future of the Eugene City Hall complex. The community forums are designed to provide input to <br />the City Council in order to assist them in the decision-making process around the issues related <br />to the City Hall Complex. The community forum was held Thursday, March 23,2006, from 6 to <br />8:30 p.m. at the First United Methodist Church in Eugene, and was attended by 96 people. The <br />purpose of this first forum was to introduce the project, gather specific community feedback for <br />the City Council, and foster dialogue between the community and the project team. <br /> <br />The forum agenda included the following items: <br /> <br />. Proj ect background <br />. Public involvement process <br />. Small-group work sessions and large-group discussion: <br />o project values <br />o space needs and consolidation <br />. Questionnaire <br />. Next steps <br /> <br />The presentation included a PowerPoint slide show conducted by the project team members from <br />Thomas Hacker Architects Inc. (see Appendix A: Forum #1 PowerPoint Presentation). <br />Following the presentation, small group exercises allowed attendees to discuss questions posed <br />on behalf of the City Council relating to the project values and police consolidation options. <br />Exhibits and dots were provided to small groups at each table to record their votes and comments <br />(See Appendix B: Forum #1 Small Group Agenda). After the conclusion of each small group <br />exercise, results were tabulated and displayed to the entire group for discussion and verbatim <br />comments were recorded. <br /> <br />Results and a record of all verbal and written comments from these exercises are included in this <br />report. The project team also presented next steps and participants were provided project <br />questionnaires (see Appendix C: Forum #1 Questionnaire and Appendix D: Questionnaire <br />Summary Responses) and index cards to record their comments. <br /> <br />The JD White Company, Inc. <br /> <br />Page 1 <br /> <br />April 2006 <br />
