LIVID staff will mail the required notice of the proposal to al I owners of <br />property located within Springfield's Metro Plan Boundary, east of the centerline of <br />Interstate -5 Highway and surrounding properties as required by Lane Code. <br />Additionally, staff will mail a required Ballot Measure 56 Notice along with the notice of <br />proposal to affected property owners, and will publish a legal advertisement for the <br />proposal as required prior to the public hearing. <br />(iii) If an exception to State Planning Goals is to be considered during the <br />hearing, such exception shall be specifically noted in the notices of <br />such hearing. <br />Finding4 An exception to State Planning Goals is not being requested, therefore <br />this criteria is not applicable. <br />(iv) The proposed Rural Comprehensive Plan component, or an <br />amendment to such Plan component, shall be on file with the <br />Director and available for public examination for at least 10 days <br />prior to the time set for hearing thereon. <br />Finding5: The proposed Amendment file is located in the LIVID office and is <br />available for public examination during work hours. <br />(c) Planning Commission Consideration with Other Agencies. <br />(i) In considering a Rural Comprehensive Plan component, or an <br />amendment to such Plan component, the Planning Commission shall <br />take account of and seek to harmonize, within the framework of the <br />needs of the County, the Comprehensive Plans of cities, and the <br />Plans and planning activities of local, state, federal and other public <br />agencies, organizations and bodies within the County and adjacent to <br />it. <br />Finding& Again, this proposal is both a RCP Amendment and a Metro Plan <br />Amendment. In making a recommendation to the Board, the Lane County Planning <br />Commissioners shall seek to harmonize within the framework of the needs of the <br />County, the Metro Plan, and with the Planning Commission bodies of Eugene and <br />Springfield according to the criteria above. <br />(ii) The Planning Commission, during consideration of a Rural <br />Comprehensive Plan component or an amendment to such Plan <br />component, shall consult and advise with public officials and <br />agencies, public utility companies, civic, educational, professional <br />Page 3 of 31 <br />Page 3 — Ordinance No. PA 1283 <br />
