EXHIBIT E <br />and other organizations, and citizens generally to the end that <br />maximum coordination of Plans may be secured. <br />Finding7 As part of the public hearing consideration of this proposal the Planning <br />Commissions shall consult and advise with others so that maximum coordination is <br />secured prior to their recommendations to the BCC and City Councils. <br />(iii) Whenever the Planning Commission is considering a Rural <br />Comprehensive Plan component, or an amendment to such Plan <br />component, it shall be referred to the planning agency of every city <br />and county affected to inform them and solicit their comments. <br />Finding& Even though this is a Lane County initiated Plan Amendment, it must <br />be referred to and reviewed by all three governing bodies (pursuant to Metro Plan <br />Chapter IV Policy 5(a)) of Lane County, Eugene, and Springfield because it in -part <br />involves a Metro Plan Amendment. LMD Staff has coordinated with the city of Eugene <br />and Springfield planning agencies /staff and they are able and willing to participate in this <br />Amendment proposal. <br />(iv) The provisions of this subsection are directory, not mandatory, and <br />the failure to refer such Plan, or an amendment to such Plan, shall <br />not in any manner affect its validity. <br />Finding9 LMD Staff has referred this proposal to the appropriate planning <br />agencies affected, as such this proposal has met the above criteria. Also, refer to Finding <br />above. <br />(d) Planning Commission Recommendation and Record. <br />(i) Recommendation of the Planning Commission on a Rural <br />Comprehensive Plan component, or an amendment to a Plan <br />component, shall be by resolution of the Commission and carried by <br />the affirmative vote of not less than a majority of its total voting <br />members. <br />Finding 10 : Again, this proposal is a both a RCP Amendment and a Metro Plan <br />Amendment. Therefore, because this is a Joint Planning Commission public hearing as <br />explained in other Findings, the Planning Commission's vote on each of their respective <br />individual items in this proposal must be carried out by an affirmative quorum vote. <br />(ii) The record made at the Planning Commission hearings on a Rural <br />Comprehensive Plan component, or an amendment to such Plan <br />component and all materials submitted to or gathered by the Planning <br />Commission for its consideration, shall be forwarded to the Board <br />along with the recommendation. <br />Finding11 The Joint Planning Commission's recommendation will be forwarded <br />by LMD staff to the BCC and City Councils for their consideration in additional public <br />Page 4 of 31 <br />Page 4 — Ordinance No. PA 1283 <br />
