ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Action: Appointments to Boards, Commissions and Committees <br /> <br />Meeting Date: June 10, 2013 Agenda Item Number: 5 <br />Department: City Manager’s Office Staff Contact: Beth Forrest <br />www.eugene-or.gov Contact Telephone Number: 541-682-5882 <br /> <br /> <br />ISSUE STATEMENT <br />This is an action item to appoint members to the Budget Committee, Civilian Review Board, Historic <br />Review Board, Human Rights Commission, Planning Commission, Sustainability Commission, Toxics <br />Board and Whilamut Natural Area Citizen Planning Committee. <br /> <br /> <br />BACKGROUND <br />Each year, the council makes appointments to boards, committees and commissions. Chapter 2 of the <br />Eugene Code addresses standing committees to the City Council and the appointment process for each <br />body. For most standing committees created in the code, council is the appointing authority. <br /> <br />The annual recruitment for boards, committees and commissions was initiated on January 22, 2013, <br />and concluded on March 29, 2013. The recruitment was publicized on the Internet, through press <br />releases, council newsletter items, at City offices, and at City- and neighborhood-related meetings and <br />events. <br /> <br />Members of the council were provided with copies of the applications. Applicants who received five or <br />more votes to be reappointed or appointed, were automatically placed in nomination for formal <br />appointment. Those who received at least three votes in any category were invited for an interview. <br /> <br /> <br />RELATED CITY POLICIES <br />The boards, committees and commissions serve as advisory bodies to the City Council in the <br />development of various city policies. <br /> <br /> <br />COUNCIL OPTIONS <br />The City Council may: <br />1. Appoint applicants who have been nominated; <br />2. Appoint other applicants from the pool, or <br />3.
