<br />MEMORANDUM <br /> <br />DATE: April 12, 2006 <br /> <br />FROM: Mark Schoening, City Engineer <br /> <br />TO: Hearings Official <br /> <br />SUBJECT: PROPOSED FINAL ASSESSMENT FOR IMPROVEMENTS CONSISTING OF <br />PAVING, CURBS AND GUTTERS, SIDEWALKS, LANDSCAPE MEDIANS, <br />STREET LIGHTS, STREET TREES, WASTEWATER, AND STORM WATER <br />DRAINAGE ON 3RD AND 4TH AVENUE BETWEEN PEARL STREET AND <br />LINCOLN STREET, NORTH OF THE SOUTHERN PACIFIC RAILROAD <br />AND SOUTH OF SKINNER BUTTE PARK (CONTRACT 2006-04) (JOB #3827) <br /> <br />BACKGROUND <br /> <br />This project was identified in the FY04-FY09 Capital Improvement Program (CIP) adopted by the <br />Council on February 24,2003 and pursuant to Section 7.160(5) of the Eugene, Code, 1971, a local <br />improvement district was initiated, and the North End Scoping Study was used as a guide for design <br />and connections between the train station and Skinners Butte and the Shelton-McMurphy House. <br /> <br />Bids were opened on June 16,2005, with Babb Construction Co. dba Delta Construction Co. as the <br />low bidder. Property owners were notified of the public hearing regarding formation of the proposed <br />LID and the public hearing was held on June 20, 2005. The City formed the Local Improvement <br />District (LID) on July 18,2005. Construction of the project has been completed, final actual costs <br />have been tabulated, and final assessment costs have been calculated. The property owners were <br />notified of the proposed assessments and the pending assessment hearing ten (10) days prior to the <br />hearing as required by Eugene Code. <br /> <br />The intent of the final assessment hearing scheduled for April 12, 2006, is to review the final project <br />costs, consider comments on the proposed assessments, and to provide evidence to be included in the <br />ordinance levying the assessments by the City Council. <br /> <br />CORRESPONDENCE <br /> <br />Since the mailing of the Notice of Proposed Assessments, City staffhas received 2 phone calls and no <br />written correspondence from property owners. One property owner has indicated they will be <br />attending the hearing as of noon, April 11 , 2006. <br /> <br />PROJECT <br /> <br />The original roadway was a 20- foot wide oil mat in very poor condition with poor drainage. The new <br />improvements consist of a 32-foot wide street with two travel lanes, landscaped medians, bicycle <br />lanes, curb and gutter, sidewalks, street lights, street trees, traffic calming and wastewater and storm <br />water drainage systems. The improvements to 3rd and 4th Avenue address the deteriorating surface, and <br />
