The final assessment hearing was held on April 12, 2006, to review the final <br />project cost, consider comments on the proposed final assessments, and to provide evidence to be <br />included in the ordinance levying the assessments by the City Council (see Hearing Official Minutes). <br />Costs were distributed per Eugene Code 7.175, and as outlined in the council-adopted Hearings Official <br />findings and recommendations, and the resolution forming the LID. <br /> <br />Below are the final unit assessable costs: <br /> <br />Paving 7-foot (per front foot) $ 67.23 <br />Paving 10-foot (per front foot) $ 96.05 <br />Sidewalk (per square foot) $ 6.06 <br />Wastewater (per square foot) $ .48 <br />Wastewater service (per each) $3,488.00 <br /> <br />Total Final Assessable Cost $ 476,988.30 <br />Total Final City Cost $1,367,531.10 <br /> <br />Total Final Project Cost $1,844,519.40 <br /> <br />The non-assessable City share for this project is funded from Transportation SDCs and Stormwater <br />SDCs. The Transportation SDC portion is $1,160,160.00 and the Stormwater SDC portion is <br />$203,145.00. The Metropolitan Wastewater Management Commission (MWMC) will reimburse the <br />City $4,225 for adjustment work to their facilities. The nonassessable costs that the City pays for <br />include additional width of paving, intersections, medians, bike lanes, street lights, street trees, and non- <br />assessable storm drainage system costs. Assessment financing, a 10-year payment plan through the <br />City, is available to all property owners within the improvement district as identified by Eugene Code, <br />Chapter 7. <br /> <br />The final project costs were higher than estimated. This was due to additional street excavation costs to <br />stabilize the soft subgrade prior to paving, extra right-of-way costs for additional right-of-way needed at <br />the west end of the project for realignment of the intersection to address safety concerns, additional <br />storm drainage work due to underground springs, and higher utility relocation costs than estimated. <br /> <br /> <br /> L:\CMO\2006 Council Agendas\M060508\S0605084.doc <br />
