<br />MEMORANDUM <br /> <br />DATE: April 12, 2006 <br /> <br />FROM: Mark Schoening, City Engineer <br /> <br />TO: Hearings Official <br /> <br />SUBJECT: PROPOSED FINAL ASSESSMENT FOR IMPROVEMENTS CONSISTING OF <br />PAVING, CURBS AND GUTTERS, SIDEWALKS, AND STORM WATER <br />DRAINAGE SYSTEM ON DEBRICK ROAD FROM CLINTON DRIVE TO <br />VALLEY BUTTE DRIVE, AND BUTTE LANE FROM CLINTON DRIVE TO <br />700 FEET SOUTH (CONTRACT 2006-05) (JOB #4111) <br /> <br />BACKGROUND <br /> <br />The project design and bidding was initiated as a result of a Poll Petition by the City, in November, <br />2003. The petition requesting the local improvement district was signed by property owners who <br />represent 71 % of the assessable frontage within the boundaries of the proposed Local Improvement <br />District (LID). The City Engineer initiated the preparation of plans and specifications, pursuant to <br />Section 7.160(8) of the Eugene Code, 1971 on February 20,2004. The project has brought Debrick <br />Road up to full City Standards and meets the current and future pedestrian, bicycle and vehicular <br />needs. <br /> <br />Bids were opened on June 21, 2005, with Babb Construction Co. dba Delta Construction Co. as the <br />low bidder. Property owners were notified of a public hearing regarding formation of the proposed LID <br />and the public hearing was held on June 23, 2005. The City Council passed a resolution forming the <br />Local Improvement District (LID) on July 18,2005. Construction of the project has been completed, <br />final actual costs have been tabulated, and final assessment costs have been calculated. The property <br />owners were notified of the proposed assessments and the pending assessment hearing ten (10) days <br />prior to the hearing as required by Eugene Code. <br /> <br />The intent of the final assessment hearing scheduled for April 12, 2006, is to review the final project <br />cost, consider comments on the proposed assessments, and to provide evidence to be included in the <br />ordinance levying the assessments by the City Council. <br /> <br />CORRESPONDENCE <br /> <br />Since the mailing of the Notice of Proposed Assessments, City staff has received 2 phone calls and no <br />written correspondence from property owners. None of the property owners requested to attend the <br />public hearing and the hearing was cancelled. <br /> <br />PROJECT <br /> <br />The project included 21 feet of paving, sidewalk and drainage improvements on Butte Drive from <br />Clinton to Debrick with raised crosswalk for traffic calming, and 28 feet of paving, sidewalk and <br />
