<br />MINUTES <br /> <br />Public Hearing <br />Eugene Planning Commission <br />Eugene City Hall, Council Chamber - 777 Pearl Street <br /> <br />March 14,2006 <br />6p.m. <br /> <br />PRESENT: <br /> <br />Mitzi Colbath, President; Jon Belcher, Phillip Carroll, Phillip Hudspeth, John Lawless, <br />Randy Hledik, members; Kent Kullby, Steve Nystrom, Gabe Flock, Planning and Devel- <br />opment Department; Charles Solin, Human Resource & Risk Services. <br /> <br />ABSENT: <br /> <br />Rick Duncan, Vice President; Mike Sullivan, ex officio. <br /> <br />PUBLIC HEARING/POSSIBLE ACTION ON STREET NAME CHANGE: 3RD/4TH STREET <br />CONNECTOR TO SHELTON BOULEVARD (SC 06-1) <br /> <br />Lead Staff: <br /> <br />Kent Kullby <br />(541) 682-5453 <br /> <br />Ms. Colbath convened the meeting of the Eugene Planning Commission and stated the purpose of the <br />public hearing. She explained the action being considered was quasi-judicial and described public <br />hearing procedure. <br /> <br />Ms. Colbath called for disclosures of conflicts of interest, ex parte contacts, biases, abstentions or <br />challenges to impartiality pursuant to Eugene Code (Ee) 9.7065 Ouasi-Judicial Hearings. <br /> <br />Mr. Belcher announced an ex parte contact with Mark Harris, a Lane Community College instructor and <br />expert on the early history of Eugene with regard to racial issues, to research whether Dr. Shelton had <br />been involved with any organizations that could present problems with the proposed street naming. He <br />said there was no evidence of any such negative associations. <br /> <br />Ms. Colbath announced that she used the street every day on the way to her office at 4th Avenue and <br />Lincoln Street. <br /> <br />Mr. Hledik announced that he had driven down the road to obtain a sense of it before the hearing. <br /> <br />Mr. Belcher said he was familiar with the street and the site. <br /> <br />Mr. Kullby stated that the City Council had initiated a street name change proposal to rename the 3rd/4th <br />Connector Street, also known as 3rd/4th Avenue, to Shelton Boulevard. He said City staff had prepared <br />the application with Shelton Boulevard as the proposed name and provided public notice as required. He <br />said testimony received in response to the public notice was provided in the staff report and testimony <br />received after the staff report was prepared had been distributed to the Commission and were available <br />for public review.
