<br />-) <br /> <br />Whiteaker Plan <br />The subject street is within the boundaries of the Whiteaker Plan. The plan mentions the idea ofre- <br />naming the street to Shelton-McMurphey Avenue in a suggested action to implement a plan policy (see <br />attached excerpts from the Whiteaker Plan). <br /> <br />Public Agency Comments <br />The application was referred to various city departments and utility service providers, including Fire and <br />Emergency Services Department, the Eugene Police Department (i.e. 9-1-1 Emergency Communications <br />Center), Public Works Department, Eugene Water and Electric Board and US Post Office <br />representatives. <br /> <br />Lane Council of Governments (LCOG) currently facilitates coordination with local governments and the <br />U.S. Postal Service to address the needs of planners, developers, public safety, and U.S. Postal Service <br />staff when reviewing new road names and proposed road name changes. An inter-jurisdictional Lane <br />County Road Naming Committee is responsible for reviewing street names proposed in new <br />subdivisions or for street name change proposals. The committee was formed in response to the <br />difficulties experienced in providing services within Lane County when street names are identical or are <br />too similar to each other, or utilize unique formats and punctuation in the street name. The committee <br />reviewed the proposed street name of Shelton Boulevard and reported objection to the proposed street <br />name because Shelton Avenue already exists in Eugene. Shelton Avenue is a short street with 8 houses <br />located between Stansby Way and Hawkins Heights Boulevard in southwest Eugene. The objection is <br />based upon the fact that duplication of street names like Shelton Boulevard and Shelton A venue would <br />result in numerous difficulties for a number of service providers including 9-1-1 Emergency Center staff <br />who must direct emergency services (fire and ambulances) to respond to addresses in ~imes of stress. <br />The duplication of street names could also cause difficulties and delays in the delivery of special mail or <br />packages by Post Office, Federal Express, United Parcel Service, etc. <br /> <br />In their letter of December 5, 2005, Shelton-McMurphey-Johnson House Board members note that there <br />are many other instances where street names are duplicated in the Eugene-Springfield area. Staff notes <br />that existing inconsistencies should not be a basis for allowing more inconsistencies to the general <br />policy of not duplicating street names. The LCOG facilitator for the committee notes that although the <br />committee cannot deny a street name change, the committee recommends to the Planning Commission <br />that the proposed name Shelton Boulevard not be recommended to the City Council (see attached <br />referral comments). <br /> <br />As an alternative, the Road Naming Committee and referral staff also considered McMurphey Way and <br />Shelton-McMurphey Avenue. the Road Naming Committee concurs with the use of McMurphey Way, <br />and concurs with the use of Shelton McMurphey Avenue without the use of the hyphen (-). No <br />objections from other referral staff were provided to the proposed street names.
