Comments from these various agencies will be addressed <br />in the evaluation below. <br /> <br />Staff has received a few written comments in response to the public notices (see attachments). Two <br />comments are in support ofthe street name change and were received from the Whiteaker Community <br />Council neighborhood association and from Imperial Floors business at 355 Lincoln Street. Two <br />comments object to the street name change. One objection is from the owner of One West 4th <br />Apartments, a 56-unit apartment complex located at 1 W. 4th Avenue; and one objection is from a <br />resident of the apartment complex. The basis of the objections raised is the cost and difficulties of <br />changing the street name including having to change the name of the apartment complex with little <br />perceived benefit, and objection to the use of staff resources that could be better used on other ways to <br />improve the street (i.e. street calming). Any additional written comments received after the preparation <br />of this Staff Report will be brought to the public hearing. <br /> <br />Staff Evaluation <br />The following criterion from EC 9.8485 shall be applied by the Planning Commission and City Council <br />in approving or denying a Street Name Change application: <br /> <br />EC 9.8485 Street Name Chane:e Approval Criteria. The planning commission shall <br />recommend, and the city council shall approve an application for a street name change <br />upon determining that a proposed renaming is in the best interest of the city. <br /> <br />Based on evidence available as of the completion of this staff report, the following findings are <br />presented. <br /> <br />As noted above, the sole criterion for evaluating this application is whether the proposed street name <br />change is in the best interest of the city. When the City Council initiated the street name process, the <br />Council did not specifically endorse the street name Shelton Boulevard, but endorsed the process of <br />renaming the street and forwarded the Shelton Boulevard proposal in consideration of the request of the <br />Shelton-McMurphey-Johnson House Board members. Through this action, it can be concluded that in <br />principle, the concept of renaming of the 3rd/4th Connector is in the best interest of the city, and final <br />action of choosing the most appropriate street name should be determined through the review process. <br />In determining the most appropriate street name for the 3rd/4th Connector, additional information is <br />provided in this report to the Planning Commission which can be considered in the evaluation of the <br />criterion (i.e. what is in the best interest of the City). Also, additional comments and information for <br />consideration may be provided at the public hearing. <br /> <br />Staff notes that based on street name changes that have occurred in the past, service providers like 9-1-1 <br />and the U.S. Post Office can make the necessary changes in their database systems with 30 days prior <br />notice, and will maintain both street names in their database systems for a period of one year. This will <br />enable 9-1-1 services to respond to either street name and likewise, the Post Office will provide mail <br />service to either street name for a period of one year.
