maintenance costs are many times that of habitat based costs, and it would be wise to
actually have the ratio based on total costs of each park type to make it financially
responsible.

The multi-use field's 8 year $500,000 turf replacement costs should be considered
general maintenance, and the turf should be coming out of user fees! That ongoing
expense should not be born by the general public.

I would like to ask that City Council keep the record open as long a time a possible due to
limited time availability of the revised project list.

I do not like the idea of adopting a "living plan or project list" that can be changed by
staff and/or council, but I would much rather see a control of the project list be
implemented by the general public.

The Public has not been given adequate time to consider the growth allocated to each
area and the impact of what type of park development would raise system development
charges the most. I would bet a natural based project list would show a reduction in
System Development Charges as apposed to a project list favoring active recreation. I
don't think we have the right priorities because they are based on time and funding and
not long term community goals to be "The greatest city of the arts and outdoors".

Respectfully submitted,

Charles Biggs
540 Antelope Way,
Eugene, OR 97401

Page 2 of2
