WEISS Carolyn J

From:
Sent:
To:
Subject:

WEBER Doug (SMTP)
Tuesday, March 07, 200610:43 AM
WEISS Carolyn J; *Eugene Mayor and City Council; roxieA@hbalanecounty.org
Parks Project List

These remarks are intended for use by the mayor and city council in
their meeting of March 13th, 2006 regarding the proposed Parks Project
List. I am not able to attend this meeting due to a work related
conflict. I am a member of the SDC Rates advisory committee and have
expressed these concerns to staff in various meetings. The amount of
land to be acquired seems to be excessive to me. All of the land to be
acquired is residential land and further reduces the residential lands
inventory which is already woefully inadequate in the Eugene area. The
City's ability to pony up their share of the money is highly
questionable, leaving the only sure funding from SDC's. What if the
City is unable to pass a bond measure? What happens to the SDC's that
have been collected for these specific projects, which then would not be
able to come to fruition? I feel that the committee and staff that
developed this project list were too aggressive in their fervor to
acquire and develop parks. If this list were simply a "wish" list, I
would not be so concerned. However, it will serve as the project list,
required by state law, to set the monetary value of SDC's to be
collected on each building permit issued within the City of Eugene. I
suggest that the list be trimmed down, or broken into parts that could
be implemented as the ability of the City to pay the non-SDC portion of
the costs is guaranteed by the approval of a bond measure by the voters.

Doug Weber
1330 Flintridge Ave.
Eugene, OR 97401

1
