The examination of the proposed Growth Allocations on the proposed project
list is no exception. Nevertheless, it is important that the council give its attention to the
matter, and I will try to keep the explanation of our concerns as transparent as possible. It
may be advisable, therefore, to provide a brief description of what the growth allocation is and
some rules that pertain to it.

SDCs are established and governed by state statutes ORS 223.297 to ORS 233.314. ORS
223.309(1) establishes the need for a project list, as well as additional information:

Prior to the establishment of a system development charge by ordinance or resolution, a
local government shall prepare a capital improvement plan, public facilities plan, master
plan, or comparable plan that includes a list of the capital improvements that the local
govemment intends to fund, in whole or in part, with revenues from an improvement fee
and the estimated cost timing, and percentages of costs eligible to be funded with
revenues from the improvement fee for each improvement (emphasis added).

(~-"...
, '
.,,~/

2053 Laura Street Springfield, OR 97477 (541) 484-5352 FAX: (541) 484-5386
