Unfortunately, through the years, this area has been repeatedly relegated to the lowest of
priorities. Tragically, this attitude of benign neglect has created an extremely dangerous situation for the Bethel
community, and, in part, contributed to the many factors leading to the deaths of four of the community's youngest
members. One death is a sad and unfortunate occurrence. Two deaths are tragic. Four are inexcusable. You
now have the opportunity to set priorities that can help prevent any more senseless loss of life. Please listen
carefully to the requests presented to you this evening and respond in a wise and compassionate manner.

Sincerely,

Lenore ([)avis-Woods
2642 J{awkins Lane
CEugene, Oregon 97405

:Mi&ffe Sc/ioorq'eac/ier
Prairie :Mountain Sc/ioor
(]Jet/ier Sc/ioor ([)istrict

4/14/2006
