EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br /> <br />21,000sf Communications and Equipment Repair Building, the 18,600sf Midgley’s Building, and the <br />17,800sf Vehicle Repair Shop. Under the Master Plan, the EWEB Headquarters Building, the <br />Operations Warehouse, the Steam Plant, and the Midgley’s Building are proposed for adaptive <br />reuse. The Communications and Equipment Repair Building and the Vehicle Repair Shop are <br />proposed for demolition. The Willamette Substation and a former manufactured gas plant site are <br />located within the southeastern end of the subject property and are proposed to remain in EWEB <br />ownership. In 2009, a DEQ assessment of the former manufactured gas plant site’s environmental <br />impacts was completed. The site was determined to be polluted prior to EWEB ownership and is <br />now capped with impervious materials. The primary section of the subject site best suited for <br />immediate redevelopment is the approximate 12-acre former Operations Yard, which spans both <br />the east and west sides of the Ferry Street Viaduct and is mostly paved. Prior to the relocation of <br />EWEB operations, this area was used to store equipment and utility service vehicles. <br />3.4 Land Use <br />Metro Plan land use designations for the subject property include, seven (7) parcels designated <br />High Density Residential, two (2) parcels designated Heavy Industrial, five (5) parcels designed <br />Mixed Use, and seven (7) parcels designated Parks and Open Space. All of the parcels located <br />th <br />south of 4 Avenue and west of the Ferry Street Viaduct have the Nodal Development Overlay <br />designation. <br />City of Eugene zoning designations for the subject property include, three (3) parcels designated I-2 <br />Light-Medium Industrial, five (5) parcels designated I-3 Heavy Industrial, eight (8) parcels <br />designated PL Public Land, and five (5) parcels designated S-W Whiteaker Special Area Zone. <br />Nine (9) parcels adjacent to the Willamette River have /WR Water Resources Conservation overlay <br />zoning designation. Twelve (12) parcels adjacent to the Ferry Street Viaduct have /TD Transit <br />th <br />Development overlay zoning designation. Five (5) parcels north of 4 Avenue, within the S-W <br />Special Area Zone, have /SR Site Review overlay zoning designation. <br />A list of subject parcels (tax lots), acreage, Metro Plan designations, and City of Eugene land use <br />zoning designations is provided as Exhibit J Tax Lot Details.
