EWEB DOWNTOWN RIVERFRONT <br />LAND USE COMPONENTS <br /> <br />(3) The uses and density that will be allowed by the proposed zoning in the location of the <br />proposed change can be served through the orderly extension of key urban facilities and <br />services. <br />The minimum level of key urban facilities and services are defined in the Metro Plan as including <br />wastewater service, stormwater service, transportation, solid waste management, water service, fire <br />and emergency medical services, police protection, City-wide parks and recreation programs, <br />electric service, land use controls, communication facilities, and public schools on a district-wide <br />18 <br />basis. Wastewater, stormwater, and transportation facilities are currently available or can be <br />extended in an orderly and efficient manner within a reasonable timeframe as needed, consistent <br />with this criterion. <br />The subject property is located within the UGB and within the downtown core area of Eugene. The <br />subject parcels are currently developed and served by existing urban facilities and services. Future <br />redevelopment will necessitate extension of such services as is typical. Exhibit F Infrastructure <br />Memorandum provides an evaluation of existing Stormwater, Sanitary Sewer, and Water utilities <br />within the subject property, the findings of which are incorporated by reference herein. Existing <br />transportation facilities are sufficient to handle the proposed re-zoning and subsequent <br />development as demonstrated by the findings and conclusions in the TPR/TIA Report (Exhibit D <br />TPR/TIA Report). <br />Findings of compliance with Statewide Planning Goals 11 and 12, under EC 9.7730 above, further <br />demonstrate compliance with this criterion. Other public services are available to properties within <br />Eugene’s UGB, including the subject parcels, and are available to serve them.
