South Willamette Concept Plan <br />Establish a network of green streets and public <br />spaces <br />Opportunistically seek locations along the <br />"walkable heart" of the district for at least one <br />public plaza for social gathering, events, leisure <br />and added value for adjacent businesses and <br />development. Throughout the district, create <br />opportunities through private development or <br />public /private partnerships to establish small <br />outdoor spaces such as forecourts, courtyards, <br />open corners, paseos, and locations for outdoor <br />seating along key pedestrian routes. Design <br />key pedestrian connections, for example along <br />27th Avenue and 29th Avenue, to include green <br />elements such as street trees, bio swales and <br />plantings, to link the district conceptually with <br />Amazon Park. <br />Design for the human scale <br />Establish desired building forms that allow for <br />high- intensity uses where appropriate, such as <br />along Willamette Street, while reducing the <br />apparent mass through height limits, step- backs, <br />and strong transitions to lower- intensity adjacent <br />uses. Emphasize detailed, high - quality design of <br />buildings at the street level. Within and adjacent <br />to existing neighborhoods, introduce smaller -scale <br />buildings and inviting building fronts with porches, <br />balconies, forecourts and attractive entries. <br />City of Eugene ■ 23 <br />
