South Willamette Concept Plan <br />Introduction, <br />While new concepts for mixing uses and new <br />types of buildings are embodied in the plan, the <br />underlying framework reinforces existing develop- <br />ment patterns in the district. The plan provides <br />places for commercial uses as well as a wide <br />variety of housing. Mixed use development, <br />which permits retail, office and residential uses in <br />the same or adjacent buildings, is indicated along <br />much of the length of Willamette Street and into <br />areas that are currently zoned "commercial." The <br />mixed use designation extends a block further <br />south than the existing commercial district and <br />north into the office park near 23rd Avenue. <br />Apartments and condos as well as single family <br />dwellings are located in areas that are primarily <br />currently developed or zoned for those kinds of <br />homes. In order to enhance the neighborhood <br />as it changes over time and to promote compat- <br />ible development and logical transitions between <br />building types, three new categories of housing <br />are identified: Single Family Options; Single Family <br />Options that allows Row Houses, and Apartments/ <br />Condos with Row House Character. These zon- <br />ing designations will maintain existing allowed <br />single family residential densities. The building <br />types and detailing for these types of dwellings <br />will be developed through design guidelines and <br />a form based code. These refinements to existing <br />zones are meant to reinforce desirable transitions <br />and an attractive and enjoyable pedestrian and <br />neighborhood experience. Importantly, these <br />housing types address important goals of Envision <br />Eugene to provide opportunities for housing af- <br />fordable to all income levels. The smaller dwelling <br />types with options for ownership, particularly in <br />existing established neighborhood near transit, of- <br />fer types of dwellings that are less common in our <br />community. <br />Single Family Options (SFO): This category of <br />housing is located predominately in areas that <br />are currently single family dwellings. These areas <br />could be developed with clustered cottages, <br />courtyard housing and single family detached <br />houses. <br />Row House (SFO /RH): The Row House category <br />is a subset of Single Family Options and would re- <br />place the existing Row House Zone in the Eugene <br />Land Use Code. Row houses are a desirable <br />housing type, and are most successful when built <br />along a continuous block or in specifically identi- <br />fied areas. Row houses create a unique urban <br />streetside character offering the potential for <br />rental or private ownership. The row house areas <br />are shown on the map in locations that provide <br />gradual scale and intensity transitions between <br />single family areas and more intensive uses. <br />Apartments /Condos with Row House Character: <br />This category is a subset of Apartments/ Condos. <br />A row house character with a rhythm of doorways <br />facing the street at regular intervals, front stoops <br />and small sidewalk facing yards are characteris- <br />tics of this housing type. This category is shown on <br />the map along important walking streets, such as <br />29th Avenue, and along Amazon Parkway, and <br />along Portland and Oak Streets near single family <br />housing. <br />This mix of housing and building types have been <br />carefully considered through the community <br />discussion to offer a wide range of business and <br />living options that provide for future growth in a <br />pattern of gradual transitions. <br />Willard School: Currently, it is anticipated that the <br />Willard School site will remain in use as a school <br />by 4j School District; however, during the pub- <br />lic engagement process, it was recommended <br />that a conceptual plan be developed in the <br />event the site is no longer used as a school. The <br />resulting concept indicates a development that <br />features open space, visible to the community <br />at the corner of 29th Avenue and Lincoln Street <br />with housing. The remainder of the site is shown <br />as developed with apartments and condos, with <br />a row house character where facing 29th Avenue <br />and with Single Family Options /Row House on the <br />northern areas adjacent to existing single family <br />houses.
