South Willamette Concept Plan <br />7. IMPLEMENTATION PLAN <br />Code and Plan Amendments <br />The implementation phase of the project will in- <br />clude additional processes and an opportunity for <br />the community to provide input into creation of <br />the implementation tools. See Section 1 for further <br />description of the long -term function of the South <br />Willamette Concept Plan. <br />Timing <br />Actions will generally be undertaken in the short, <br />medium and long -term. Short -term actions are <br />those required to be complete prior to submitting <br />Eugene's 20 -year growth plan for adoption by the <br />State. <br />• Short -term actions generally include: <br />• developing a new Single Family Options <br />(SFO) zone, and related design guidelines <br />• establishing a pilot community investment <br />program <br />Medium -term actions are those generally <br />required for adoption of a Special Area Plan <br />(SAP) for the district, including: <br />• form -based or hybrid code and <br />• related design guidelines, <br />• plan designation changes <br />• zone changes <br />amendments to the South Willamette <br />Subarea Study,enabling ordinances. <br />Long -term actions will be completed follow- <br />ing adoption of the SAP, and will be carried <br />forward as <br />policy statements within the SAP <br />describing how to implement future <br />elements of the plan. <br />The South Willamette Concept Plan will be en- <br />abled by translating the content of the plan into <br />an adopted Special Area Plan for the district, in- <br />cluding a companion set of code provisions and <br />related plan amendments. <br />Code Amendments <br />• Develop and adopt a new zone for Single <br />Family Options (SFO) and Single Family <br />Options with Row Houses allowed (SFO- <br />RH) to enable recommended housing <br />types, including cluster cottages, courtyard <br />housing, town houses and row houses, in a <br />sensitive fashion within existing single family <br />neighborhoods <br />• Develop new zones in such a way that they <br />may provide a potential template for use <br />in other areas of town, or draw appropriate <br />content from similar zones such as the Walnut <br />Station SAZ <br />• Enact appropriate revisions to the Eugene <br />Code needed to enable new zones and <br />procedures <br />• Develop and adopt new land use code <br />standards based on building form through <br />a Special Area Zone (SAZ) reflecting the <br />site and building design outcomes of the <br />South Willamette Concept Plan, including <br />height limits, setbacks, stepbacks, step <br />downs, relationship to the street, parking <br />configuration and other critical features <br />• Include code provisions to allow car sharing <br />and shared parking as a pilot projects to test <br />the feasibility of innovative concepts <br />Design Guidelines <br />• Develop a concept for character that <br />supports active uses and transparent <br />pedestrian scaled frontages facing Willamette <br />Street and commercial side streets <br />• As part of the new code, develop a set of <br />clear and objective development standards <br />drawn from design principles recommended <br />in the South Willamette Concept Plan, as well <br />as a corresponding set of design guidelines to <br />be applied in a design review process <br />54 ■ City of Eugene <br />
