South Willamette Concept Plan <br />7. IMPLEMENTATION PLAN <br />Additional Planning <br />South Willamette Street <br />• Following completion of the South Willamette <br />Street Improvement Plan, complete a long- <br />term vision for streetside character on South <br />Willamette Street that supports a vibrant <br />walking, shopping, dining and service district <br />with ease of access by pedestrians arriving <br />by all modes, and includes concepts for <br />convenient parking for bicycles and vehicles. <br />See Section 5B, Streetside Character for <br />information on how this project will be <br />integrated. <br />• As part of completing this vision, determine <br />a consistent width and uses within the public <br />realm between future building faces and <br />the future curb location on South Willamette <br />Street that can be implemented incrementally <br />over time (as properties redevelop and <br />funds are available to make additional street <br />improvements); includes establishing a build - <br />to line for future redevelopment over the <br />long -term <br />Other Partnerships <br />• Coordinate with 4j School District on future <br />plans for Willard School site to reflect and <br />support the recommendations of the <br />South Willamette Concept Plan, including <br />participation in developing criteria for a <br />Request for Proposals if the property is sold to <br />a private party <br />• Collaborate with the SouthTowne Business <br />Association (SoBA), other South Willamette <br />businesses and neighborhood leaders on <br />creating a business development plan <br />for the district, including branding, tenant <br />improvements, cooperative marketing, district <br />revitalization, and other efforts to build civic <br />identity <br />• As part of the branding efforts, actively <br />promote the "walkable district," including the <br />Oak shopping alley, for shopping, cafes, and <br />nightlife <br />Public Improvements <br />Realizing the vision through public improvements <br />(i.e. direct investments in infrastructure such as <br />streets) will require patience and consistency <br />over many years. Some opportunities for <br />improvements may arise through related <br />publicly- funded work, similar to the anticipated <br />completion of the first phase of the South <br />Willamette Street Improvement Plan through a <br />pavement preservation project. To maximize this <br />potential, all applicable recommendations should <br />be incorporated into the City of Eugene multi- <br />year Capital Improvement Plan. Improvements <br />listed as part of a multi -year, municipal capital <br />program also increases opportunities to leverage <br />funding through grants. <br />Other improvements may be completed by <br />private owners through a redevelopment project, <br />for example adding parking spaces, wider <br />sidewalks and street trees to improve the appeal <br />and function of a new mixed use building. <br />Priorities: <br />Priority should be placed on improvements that <br />overlap multiple goals, for example providing <br />service to multiple travel modes or improving <br />areas around emerging redevelopment <br />opportunities. Priority should also be given to <br />projects that support central themes of the <br />Concept Plan, such as improving the character <br />of Willamette Street or connecting the district to <br />nearby parks. <br />Project List: <br />Community members offered a range of ideas <br />for needed physical improvements to the district <br />supporting Concept Plan goals. The following <br />recommendations also include many of these <br />ideas: <br />M ulti- modal access and connections <br />• Design and construct the South Willamette <br />Street Improvement Project design concept <br />by 2018 as the first phase of an integrated <br />long -term vision for Willamette Street as a <br />highly walkable, safe and vibrant public realm <br />58 ■ City of Eugene <br />
