South Willamette Concept Plan <br />APPENDIX A <br />ENVISION EUGENE PILLARS <br />The South Willamette Concept Plan implements <br />many of the guiding principles, or pillars, of <br />Envision Eugene. The following is a brief summary <br />of some of the key functions of the plan as they <br />relate to each pillar. <br />For more information about Envision Eugene, <br />please visit www.envisioneugene.org. <br />Provide Ample Economic Opportunities for all <br />Community Members <br />• Supports the strategy for locating new jobs <br />along existing corridors within the urban <br />growth boundary (UGB). <br />• Reinforces the existing business community <br />with balance of travel modes, continuation of <br />existing business and support for revitalization. <br />Promote Compact Urban Development and <br />Efficient Transportation Options <br />• Increases opportunities for more housing and <br />jobs near key transit corridors, defined as: <br />• "...streets that have, or are planned to have, <br />frequent transit service (approximately every <br />15 minutes or less). This frequent transit service <br />is often accompanied by nearby amenities <br />such as parks, commercial attractions or <br />employment centers, and higher density <br />housing that enable shorter trips and less <br />reliance on the automobile." <br />• Plans for more compact urban development, <br />including housing and commercial uses, on <br />key transit corridors. <br />Uses Area Planning as a key strategy to meet <br />multiple interacting goals. This pilot project <br />explores important concepts of area planning, <br />including creating a clear vision for compact <br />development and livable community that also <br />allows for flexibility; gradual implementation; and <br />new tools to ensure compatible design. <br />• Envision Eugene describes how "Area <br />Planning considers all the features, natural <br />and built, of special places along key transit <br />corridors and in core commercial centers, to <br />create a vision to foster vital and sustainable <br />redevelopment in areas with the potential <br />to become active centers for living and <br />working." <br />Implements the goals of Opportunity Siting <br />through the use of the visioning process to <br />identify good places for denser housing <br />supported through the community process of <br />area planning. <br />Implements the goals of Infill Compatibility <br />Standards by designing for transitions between <br />buildings and uses. Plans for codes and zones <br />that implement design based redevelopment, <br />enhancing the district as a long term <br />stable, attractively landscaped, livable <br />neighborhood. <br />Urban design provides for compatible building <br />transitions <br />Make compact development easier with <br />Community Investment Program of assistance <br />and incentives. <br />Creation of concept plan for South Willamette <br />Street to better serve all travel modes, support <br />transit and set stage for future vision. <br />Protect, Repair and Enhance Neighborhood <br />Livability <br />• Community participation in developing plan <br />and urban design concept <br />• Urban design provides for compatible building <br />transitions <br />• Provide greater access to parks for multiple <br />family housing residents by locating denser <br />housing close to Amazon Park. <br />Provide Housing Affordable to All Income Levels <br />• Plan emphasizes compact and affordable <br />housing <br />• Identification of new zones to implement single <br />housing options, such as cluster, courtyard <br />and row houses and removing code barriers <br />to developing these housing types. <br />64 ■ City of Eugene <br />
