BALLOT MEASURE NO, 20-90
REFERRED BY EUGENE SCHOOL DISTRICT 4J

Ballot Title: Renew Five Year Local Option Levy for School Operations

Question: Shall District 4J continue to impose $1.50 per $1,000 of assessed value for operations for five years
beginning 2005-06? This measure may cause property taxes to increase more than three pement.

Summary: In May 2000 the Eugene School District 4J voters approved a local option levy of $1.50 per $1,000 of
assessed value to support school district operations. This measure renews that levy at the same rate.

The school district will use the tax revenue from this measure to maintain current programs and staffing
levels at schools. Without continuation of this revenue, the district will need to reduce its budget by
approximately $5,950,000 in 2005-06.

A rate of $1.50 per $1,000 of assessed value is estimated to raise $5,950,000 in 2005-06, $6,100,000
in 2006-07, $6,250,000 in 2007-08, $6,400,000 in 2008-09 and $6,550,000 in 2009-10, for a total of
$31,250,000.

$1.50 is the maximum rate any property would be assessed. As is the case with the current levy, average
rates for most properties would be substantially less: $0.73 for all residential properties, $1.16 for all
commercial properties, and $1.00 for all industrial properties. The average rate for all types of property
is estimated to be $0.84 per $1,000 of assessed value.

RESOLUTION option tax of $1.50 per $1,000 of assessed value. The tax would be lev~ed
each year for five years commencing with fiscal year 2005-2006.
