adopt a schedule for completion of nodal development plans and implementing <br />ordinances. <br /> <br />The City of Eugene has adopted and applied the/ND Nodal Development overlay zone to <br />protect the Crescent Avenue node from incompatible development. The amendments <br />address this policy by adopting a policy and regulatory framework that will enable the <br />area to develop as a node. <br /> <br />Under the state TPR, a local government must provide a form of mitigation described in <br />OAR 660-012-0060(1) when the local government adopts amendments to land use <br />regulations which significantly affect a transportation facility. A land use regulation <br />amendment "significantly affects a transportation facility" if it meets one of the following <br />four factors: <br /> <br />(a) Changes the functional classification of an existing or planned <br />transportation facility; <br /> <br />The proposed ordinance does not change the functional classification of any <br />transportation facility. <br /> <br />(b) Changes standards implementing a functional classification system; <br /> <br />The proposed ordinance does not change the standards for implementing a functional <br />classification system. <br /> <br />(c) Allows types or levels of uses which would result in levels of travel or access <br />which are inconsistent with the functional classification of a transportation <br />facility; <br /> <br />The proposed ordinance does not allow types or levels of uses which would result in <br />levels of travel or access which are inconsistent with the fimctional classification of a <br />transportation facility. <br /> <br />The intersection of Coburg Road at the westbound Belt Line Road ramp terminal <br />currently exceeds the maximum volume-to-capacity ratio allowed for the facility through <br />the Oregon Highway Plan (OHP). The existing conditions at this facility are analyzed in <br />a study performed by Balzhiser & Hubbard Engineers named "Chad/Crescent Area <br />Transportation Infrastructure Study." That study also indicates that the eastbound Belt <br />Line Road ramp terminal at Coburg Road will exceed the mobility standard identified in <br />the OHP (maximum volume-to-capacity ratio of 0.85) within the near future and within <br />the planning period. Due to the operational deficiencies at these locations, the ordinance <br />includes specific provisions to ensure that the uses allowed will not result in levels of <br />travel or access which are inconsistent with the identified function, capacity and <br />performance standards of the affected transportation facility. <br /> <br />Exhibit F.
