<br /> <br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br />Work Session: Eugene Comprehensive Lands Assessment <br /> <br /> <br />Meeting Date: April 21, 2010 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Jason Dedrick <br />www.eugene-or.gov Contact Telephone Number: 541-682-5451 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This work session provides council with an opportunity to discuss and take action on the resolution to <br />accept the products associated with the Eugene Comprehensive Lands Assessment (ECLA). <br /> <br />BACKGROUND <br /> <br />The goal of the comprehensive lands assessment is to determine whether Eugene has a sufficient supply <br />of land within the Urban Growth Boundary (UGB) to meet the projected demand for residential, <br />commercial, industrial, and public/semi-public land over the next 20 years. This work was undertaken in <br />response to House Bill 3337 which requires Eugene and Springfield to each take action to establish <br />separate urban growth boundaries. A resolution approved by City Council on December 9, 2009 <br />accepted the draft land need associated with this work with the intent to review and refine this <br />information by April 2010. Council has expressed an intent to take necessary actions for the council to <br />adopt a Eugene-only UGB by the end of February 2011. <br /> <br />ECLA Land Need <br />The attached resolution includes two reports that summarize the final products (Attachment A). The <br />Executive Summary provides an overview of the land need determined by ECLA. Previously this land <br />need was presented as a range due to the uncertainty that existed around several outstanding issues. <br />These issues have now been resolved so the land need is now expressed as a single value. This value <br />represents a reasonable estimate of Eugene’s land need in acres, if there were no changes to the <br />assumptions in Exhibit A, policies or program areas that would affect the need for residential or <br />employment lands. This value is supported by the Community Advisory Committee (CAC) and is a <br />direct result of the resolution of outstanding issues that were identified in 2009. Attachment B includes <br />a statement of support from the CAC that was agreed to by all members present at the final CAC <br />meeting on April 13, 2009. It also includes the concluding statements associated with the outstanding <br />issues identified in 2009. Attachment C is a list of issues that the CAC recommends addressing during <br />the next phase of work (Envision Eugene). <br /> <br />While ECLA indicates that the City has a need for land, it does not necessarily mean that the UGB must <br />be expanded by this amount. Rather, it triggers an examination of our current development regulations <br />and policies. Only when the City has determined that it has done all it can reasonably do to <br />accommodate growth within its existing boundaries does it determine whether the UGB must be <br />expanded. The Envision Eugene project is the means through which we will address these and other <br />related topics. Alternative growth scenarios will be studied as part of Envision Eugene and will include a <br />community-wide discussion of our values and priorities for the next 20 years.
