<br /> <br />ECC <br />UGENE ITY OUNCIL <br /> <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Work Session: Police Auditor Evaluation Process <br /> <br /> <br />Meeting Date: March 10, 2008 Agenda Item Number: C <br />Department: Central Services Staff Contact: Alana Holmes <br />www.eugene-or.gov Contact Telephone Number: 682-5765 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This is a work session to provide information and recommendations on both short-term and long-term <br />review processes regarding the performance evaluation of the Police Auditor. <br /> <br /> <br />BACKGROUND <br /> <br />Cris Beamud was hired as Police Auditor by the City Council on October 16, 2006. The office became <br />fully operational and began intake of complaints in October 2007. The Police Auditor is past due for her <br />annual evaluation and corresponding merit increase. The focus of the work session on March 10 will be <br />to develop an abbreviated evaluation process to look back at Ms. Beamud’s performance since her date <br />of hire. This abbreviated evaluation process is currently scheduled for a work session on April 9. <br />Whichever option is chosen in preparation for the April 9 meeting, three documents are included to <br />assist the council in this process. <br /> <br />The Charter language calls for the Citizen Review Board to be involved in the development of the Police <br />Auditor evaluation process. <br /> <br /> <br />RELATED CITY POLICIES <br />City of Eugene Ordinance No. 20374 provides the framework for the reporting relationship between the <br />City Council and the Police Auditor including the role of the Citizen Review Board in the evaluation <br />process. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />April 9 Initial Evaluation Options: <br />1. Provide a verbal evaluation to the Police Auditor. <br />2. Complete the attached checklist and summary form to capture components of the evaluation. If this <br /> option is selected then forms will be returned to Human Resources staff to create a consolidated <br /> report. This will provide the framework for the April 9 evaluation discussion. <br />3.
