<br />The minutes of'the adjourned meeting of the common council held at the hour
<br />of 7:30 o'clock, P. M., April 27, 1936. Council was called to order by Mayor Large
<br />with all councilm~n present exeept, Simon, Reid, and Zumwalt. . The Recorder presente C

<br />The Mayor at this time called for presentations from the citizens and none
<br />appearing, the usual calendar was taken up.

<br />The Judiciary Committee, by Dr. Harris, reported that they had not been able
<br />to arrange 'the matter concerning the NYA program with the university committee due
<br />to the fact that some of the members of the committee from the university were out 0
<br />town, but as soon as they called the meet ing, the commi t,tee from the counc il would
<br />be ready to meet with them.

<br />Dr. Harris re~orting on the complaint concerning the usage of Sixth Avenue
<br />East from Willamette to Oak as a market, stated that this was in fire zone No. I and
<br />all that had to be done was for the Chief of Police to put a stop to it.
<br />
<br />Concerning the Matthews' property, Dr. Harris, stated that the city attorney
<br />had a statement to make. At this time Mr. Calkins stated that it was not mandatory
<br />that an appraisal committee be appointed before the sale of city-owned property, but
<br />that there was nothing to prevent such a committee being appointed. The Mayor state
<br />3 that he had made the appointments of this appraisal committee and if it were satis-
<br />factory to the council, he would like to have them continue this work and report to
<br />the council as soon as possible their findings. No objections appearing, the com-
<br />mittee stands.

<br />The Fire and Water Committee, by Chairman Bond, recommended that a light be '
<br />4 installed at 25th and Miami Lane. Upon motion made and seconded, the recommendation'
<br />of the committee was approved.

<br />Councilman Bond, representing the Police Committee, recommended the transfer
<br />lof the beer license of the Tiny Tavern. Upon motion made and seconded, the recom-
<br />mendation of the committee was approved. The transfer of the Manhattan Cafe license
<br />was requested to be held for an additional two weeks.

<br />Regarding the building of Mrs. Ella M. Day, located at 270 8th Avenue West,
<br />the City Engineer requested that the contract be extended and a new bond be issued
<br />jfOr a period of one year. Upon motion made and seconded, the recommendation of the
<br />city engineer was approved.
<br />
<br />Complaint was presented claiming the steam exhaust of the Wardrobe Cleaner's
<br />as a nuisance to pedestrians on West 10th. The Chief of Police was ordered to in-
<br />vestigate the matter.

<br />I Communication was presented from S. H. Best, requesting the installation of
<br />a larger light in the alley between Alder and Hilyard Streets. This was ref~rred to
<br />the Fire and Water Committee.

<br />Communication from the Eugene Water Board was presented informing the counci
<br />9 that the Water Board had as of April I, 1936, cancelled $50,000 of 5% Water Bonds,
<br />due April 1, 1939, the bonds cancelled being numbered foom 1-59 inclusive. The com-
<br />!munication was ordered filed.

<br />Communication from Mrs. J. L. Elsensohn was presented concerning the liens
<br />10 against her property, to-wit: lot 14, block 11, Fairmount Addition. This was re-
<br />ferred to the Judiciary Committee.
<br />
<br />Communication from City "Attorney Calkins was presented on behalf of the
<br />Eugene Library Board and upon recommendation of the council, the Library Board was
<br />11 allowed to decide on its own insurance needs.
<br />
<br />Communication from Lewis Jasper concerning the disposition of the dogs taken
<br />12 by the city was presented and ordered filed.

<br />A claim in the form of a communication was presented by Mrs. Polley Wilson 0
<br />Springfield, asking for a total of $500.00 damages as a result of a fall sustained
<br />at the corner of Park and Oak Streets. This was referred to the Judiciary Committee
<br />and the City Attorney.

<br />Communication was presented from Mr. J. S. Middleton, attorney of Portland,
<br />representing the Hod~e estate, asking the council to cancel certain assessments again t
<br />the property described therein. The communication was referred to the Judicmary ~
<br />Committee. '

<br />I The Recorder asked what disposition had been made by the Judiciary Committee
<br />Iconcerning the request of the Private Flyers' Association made at the previous. meet-
<br />ling. Mr. Sanders stated that he was making suitable arrangements with the PFA. The
