Councilmen present were: , Sam C. Bond, Louis Koppe, E.A. Barette, Ira O. Stewart, Orren Brownson, A.L. Hawn and John Pennington; lrabsent: A.C. Farringtonl I The mintues of the previous meeting were presented and orderee 2vplaced on file. The meeting was herewith called to order. Mayor Large asked if there was anyone in the audience who wanted to address the council and there being no reply, committee reports were called for. The Judiciary Committee had not report. Councilman Barette, Chariman of the Street ~ommittee, said the committe had investigated the alley rUlli~ing through Block 2 Hamble Addition which Mr. Harmpham had requested the council to vacate and it was the committee's recommendation that the alley be vacated': Council- man Barette also reported the committee had investigated the request for the improvement of Harris Street between 23rd and 24th Avenue and it~s the corrmlittee's recoir~eddat10n not to improve the street uhless the property owners ~ wished to pay for the same. On motion the recolmneddation of the Street 3 Committee was adopted. . Councilman Barette reporteduthat Mr. Lamb, Park Superintendent,. was in need of screens for his house. He said they had contacted Mr. Wm. Lyons of the NYA and learned they would be glad to make the screens if the city would furnish the wire and the mOlding. Councilman Barette statedth'at fastenings for the sdreens were already on the windows and he and Mr. Lamb would make the 4~measurements and turn the job over to Mr. Lyons. Councilman Barette also brought up the question of the paint job on the street sweeper reporting he had been unable to contact Mr. Parker, repre- sentative of the Howard Cooper Corporation, on account of his having been out of town. The Recorder reported that the Finance Committee had held up payment for the street sweeper on account of the paint job. However, it was the re- commendation of the council that the bill for the street sweeper whould be paid, at this time in order to save the $122.92 discount. The Mayor explained that )Mr. Parker had said he would take care of the paint job and he WetS sure he 5 would. I Councilman Stewart, Chairman of the Fire and Water Committee, re- ported that the property owners living on east 26t~ Street had received the 6~hydrant they had requested. I Councilman Brownson, Chattman of the Health Committee, reporting on the request of the Eugene Fruit Growers for special action regarding the handling of their refuse from the canning plant, stated the committee felt this was a just request and that something should be done for the company. He said the request was only to haul to the dumpgrounds a certain kind of refuse and aside from this there would be between 150 and 200 loads of garbage during the year that the garbage haulers would get f rom the plant. Councilman Brownson at this time made a motion seconded by Councilman Bond that the Fruit Growers be allowed a special license at a fee of $20 a year to haul garbage only for . their own use. At this time Councilman Farrington arrived. Councilman Hawn suggested that the motion made by Councilman Brownson should be limited to dry burnable refuse and a fter some discussion th'is was included in the motion. Icouncilman Hawn also replOrted that the Eugene Frui t Growers had three types of .garbage, one that went to the farmers to be used as fertilizer, this dry 'refuse that they wer e aSking for a special permit on and also other wet refuse ifrom the plant,.__ Councilman Barette suggested he thought the fee whould ae placed at. $40 'per year. At this time City Attorney Calkins pointed out t)la t ~reviously they had'experienced considerable trouble with the garbage ordinance land a special license,' to the Fruit Growers probably would not meet With the bpproval of the licensed garbage haulers. Councilman Farrington and Pennington 'said they were afraid that the proposition of granting a special privil~ge to ~he Fruit Growers ws not just the right thing to do. After ~onsiderabilie aiscussion Councilman Brownson said he would be willing to withdraw the motion hnd Councilman Bond said he would be glad to withdraw his second. Councilm&n Farrington, Chairman of the l!'inance ~ommi ttee, presented Ithe property of.ters beginning with one offer of G.E. Ow.~ $500; $100 cash and ~he balance at ~10.00 per mpnth plus interest at 6% for the lot at the northwest porner of 4th and Filmore S.reets (243 feet on 4th and 160 feet on Filmore) Iri th the recomrnedd~tion that the property be held for the appraised value pf $775. uPon mot1on made and seconded the reco~meftdation was unanimously 8japproved. - .
