<br />~ <br />487 <br /> <br />~ -. -.- . - - - -.... . <br />-- ---------~- ._~--- -_._-----~--- <br /> <br />I' <br /> <br />Council Chambers Eugene, Oregon <br />May 12, 1941 <br /> <br />~ <br />~ <br />x~ <br />e..J <br /> <br />The minutes of the fegular meeting of the Common Council held on <br />Monday evening, May 12, 1941, at 7:30 o'clock p.m. : Mayor Elisha Large pre- <br />sided over the meeting. Councilmen present were: , Sam C. Bond, Louis Koppe, <br />E.A. Barette, Ira O. Stewart, Orren Brownson, A.L. Hawn and John Pennington; <br />lrabsent: A.C. Farringtonl <br /> <br />I <br /> <br />The mintues of the previous meeting were presented and orderee <br />2vplaced on file. The meeting was herewith called to order. <br /> <br />Mayor Large asked if there was anyone in the audience who wanted to <br />address the council and there being no reply, committee reports were called for. <br />The Judiciary Committee had not report. Councilman Barette, Chariman of the <br />Street ~ommittee, said the committe had investigated the alley rUlli~ing through <br />Block 2 Hamble Addition which Mr. Harmpham had requested the council to vacate <br />and it was the committee's recommendation that the alley be vacated': Council- <br />man Barette also reported the committee had investigated the request for the <br />improvement of Harris Street between 23rd and 24th Avenue and it~s the <br />corrmlittee's recoir~eddat10n not to improve the street uhless the property owners <br />~ wished to pay for the same. On motion the recolmneddation of the Street <br />3 Committee was adopted. . <br /> <br />Councilman Barette reporteduthat Mr. Lamb, Park Superintendent,. was <br />in need of screens for his house. He said they had contacted Mr. Wm. Lyons of <br />the NYA and learned they would be glad to make the screens if the city would <br />furnish the wire and the mOlding. Councilman Barette statedth'at fastenings <br />for the sdreens were already on the windows and he and Mr. Lamb would make the <br />4~measurements and turn the job over to Mr. Lyons. <br /> <br />Councilman Barette also brought up the question of the paint job on <br />the street sweeper reporting he had been unable to contact Mr. Parker, repre- <br />sentative of the Howard Cooper Corporation, on account of his having been out <br />of town. The Recorder reported that the Finance Committee had held up payment <br />for the street sweeper on account of the paint job. However, it was the re- <br />commendation of the council that the bill for the street sweeper whould be paid, <br />at this time in order to save the $122.92 discount. The Mayor explained that <br />)Mr. Parker had said he would take care of the paint job and he WetS sure he <br />5 would. <br /> <br />I <br /> <br />Councilman Stewart, Chairman of the Fire and Water Committee, re- <br />ported that the property owners living on east 26t~ Street had received the <br />6~hydrant they had requested. <br /> <br />I <br /> <br />Councilman Brownson, Chattman of the Health Committee, reporting on <br />the request of the Eugene Fruit Growers for special action regarding the <br />handling of their refuse from the canning plant, stated the committee felt this <br />was a just request and that something should be done for the company. He said <br />the request was only to haul to the dumpgrounds a certain kind of refuse and <br />aside from this there would be between 150 and 200 loads of garbage during the <br />year that the garbage haulers would get f rom the plant. Councilman Brownson <br />at this time made a motion seconded by Councilman Bond that the Fruit Growers <br />be allowed a special license at a fee of $20 a year to haul garbage only for . <br />their own use. At this time Councilman Farrington arrived. Councilman Hawn <br />suggested that the motion made by Councilman Brownson should be limited to dry <br />burnable refuse and a fter some discussion th'is was included in the motion. <br />Icouncilman Hawn also replOrted that the Eugene Frui t Growers had three types <br />of .garbage, one that went to the farmers to be used as fertilizer, this dry <br />'refuse that they wer e aSking for a special permit on and also other wet refuse <br />ifrom the plant,.__ Councilman Barette suggested he thought the fee whould ae <br />placed at. $40 'per year. At this time City Attorney Calkins pointed out t)la t <br />~reviously they had'experienced considerable trouble with the garbage ordinance <br />land a special license,' to the Fruit Growers probably would not meet With the <br />bpproval of the licensed garbage haulers. Councilman Farrington and Pennington <br />'said they were afraid that the proposition of granting a special privil~ge to <br />~he Fruit Growers ws not just the right thing to do. After ~onsiderabilie <br />aiscussion Councilman Brownson said he would be willing to withdraw the motion <br />hnd Councilman Bond said he would be glad to withdraw his second. The matter <br />7.....~1 'as then neld",over for. consideration at the next council meeting. . <br /> <br />Councilm&n Farrington, Chairman of the l!'inance ~ommi ttee, presented <br />Ithe property of.ters beginning with one offer of G.E. Ow.~ $500; $100 cash and <br />~he balance at ~10.00 per mpnth plus interest at 6% for the lot at the northwest <br />porner of 4th and Filmore S.reets (243 feet on 4th and 160 feet on Filmore) <br />Iri th the recomrnedd~tion that the property be held for the appraised value <br />pf $775. uPon mot1on made and seconded the reco~meftdation was unanimously <br />8japproved. - . <br /> <br />I <br /> <br />~ <br />
