'.: <br /> <br />I "In connection with the acute housing problem, within the City of <br />21 j!, Eugene, I should, like to ,recommend your serious {}onsideration of several matters <br />in this connection as they pertain to our present rules and regul~tions, as <br />, prov.ided in the City's Building Code and other ordinances. <br />I' <br />t <br />1 <br /> <br />I' <br />t <br />ii, <br />1 <br />I <br />i <br />I <br />! <br />! <br /> <br />....... <br /> <br />We are receiving many inquiries as ,to the City's policy regarding the <br />erecti,on, of so~called pre-fabricated housing units which in most instances fail <br />to meet all provisions of the Eugene Building Co~e. The following recommendation <br />is submitted, for your ,consideration: <br /> <br />.r <br /> <br />_ That the Building Department of the City ,be empowe,redte issue special <br />limited permits, for the erection of pre-fabricated housing. units'. < Such permit <br />shall require that the- housing, shall meet, all" san,itatlon requirements as pro- <br />vided ;by City ordinances and state law and shall observe such set-back lines <br />that may be specified by the Building Department.- The, permits so issued shall <br />[, run for a period of two years, a~d the applicants shall agreein,wri ting that ~he <br />j' building will be removed at his or her own expens,e, upon. notification by the City' <br />! at tlieexpiration of the two year period. The permit shall 'further provide that <br />the building shall be subject to ,condemnation by the City of Eugene upon the <br />fa.ilure or refusal of the owner, to se remove. <br />I' <br />i <br />;, <br />, <br /> <br />_ Iti.s further recommended. that, th.e Building De,partment be empowered to <br />grant" permits for the placing of mobile, trailers upon, private property and shall <br />not be.required to makeconnec,tion with sewer or water facilities ,if such <br />trailers are to be used for sleeping purposes only in case~'where kitchen, toilet <br />and,.laundry, facilities. areav:aila,ble. ,te. "the,oc,cupants. <br /> <br />In ,connec.tion. wi,th a request that. the City. utilize its property between <br />Po.tter and University and 23rd"and, 24th Avenues as a site for tra:1:ler installation <br />ii it is rec,ommended.that the property be made available to the Uni,versity of Oregon <br />for such. ,purpose with the ,understanding that o,ccupancy ,be limited to students <br />!:; attending. the, University and." that the property be under the control and super- <br />!: vision of the proper Uni versi ty authorities. It is my opinion, that the City could <br />not restrict the use of such property to students and that the establishment of <br />'I a transient camp at this location, would. not, be feasible." . <br />I: <br /> <br />i: It was moved, by Hawn, seconded by Crumbaker that the report be received and placed <br />:. on file and that necessary steps be . taken to place the above recommendations into <br />!: effect, except that trailers be limited to two to a lot and must have sewer con- <br />"nections.
