If this issue was considered, cost control and wage control would also have to <br /> be considered. Mayor Anderson said his intention had been that the Joint Housing Committee be <br /> given a free hand to look into the matter of raising rental housing standards. <br /> Vote taken on motion as stated. Motion carried. <br /> C. Legislative Program, Council - Councilman Mohr felt there were a number of things <br /> the Council should study for proposal to the legislature. He suggested a study <br /> meeting with the Planning Department, Housing Committee and others to outline <br /> ideas. Mayor Anderson said that the League of Oregon Cities is developing a <br /> package, and such a study session should be held as soon as possible after the <br /> League meeting of October 10. e <br /> Mr. M~onald moved seconded by Mr. Teague to receive and file Item ICof the Committee report. <br /> Councilman Mohr requested a date be set for a Council study session relating to legislation. The <br /> Manager said a format could be determined at the next committee meeting. Mayor Anderson felt the <br /> Council should instruct its voting delegate as to its wishes. <br />:. Community Relations Position - City Manager introduced Captain Dick Jones of the <br /> Fire Department who will be assuming the Community Relations position on a <br /> temporary bas is. Mayor Anderson welcomed Mr. Jones and thanked M~. Rutledge, who <br /> is leaving that position to act as administrative assistant to the Police Chief. <br /> Mr. McDonald moved seconded by Mr. Teague to receive and file Item ID of the committee report. Motion <br /> carried. ! <br /> II. Disorderly Conduct Ordinance - The City Attorney outlined points in the ordinance, and <br /> said his office felt it was in form for final consideration. <br /> # <br /> The Council discussed various points with which they were concerned. Dr. Purdy moved <br /> seconded by Mrs. Beal that a public hearing be set for consideration of the Disorderly <br /> Conduct Ordinance. Motion carried. <br /> Mr. McDonald moved seconded by Mr. Teague to set a public hearing ~or consideration of proposed <br /> disorderly conduct ordinance for the Council meeting of October 26, 1970. Motion carried.' <br /> City Manager reminded the Council of a November 9 meeting conflict with the League of Oregon <br /> Cities meeting and suggested the Council might wish to schedule the November meetings for November 16 <br /> and November 30. It was the Council consensus that the meetings ~llould be scheduled for November <br /> 16 and November 30. I <br /> III. Reconsideration of City Milk Inspection Service - A letter received from the Department of <br /> Agriculture was circulated with the Agenda which gave an up to date summary of the <br /> status of sale of raw milk in the Eugene area. The staff has attempted to obtain <br /> additional information concerning raw milk; but has been unable to obtain any statistics. <br /> Councilwoman Hayward had been concerned that the Council abolished local inspection <br /> without public notice. She felt interested persons should have been given an oppor- e <br />; tunity to appear. <br />" Councilman Purdy suggested that staff contact other states which allow raw milk <br />,. production, and request information concerning matters such as certification, labeling, <br /> etc. He did not feel the labeling now used in this area was sufficient. <br /> Mayor Anderson felt it might be well to table this matter and then discuss possible <br /> legislatillon to be developed and proposed,:to the legislature. If this proved unsuccesssful, <br /> the Council could then work at the local level. <br />, <br />,I <br /> Mr. Williams moved seconded by Mrs. Hayward that the Council postpone action on the matter <br /> of milk inspection and request staff to prepare information for a legislative program, <br /> prior to the legislative session. If this is not successful, a public hearing will be <br /> scheduled. Motion carried. <br /> Mr. McDonald moved seconded by Mr. Teague approve Item III of the Committee report. I <br /> Mr. Jerry Fogelson, 70 East 23rd, suggested the Council reconsider its action to eliminate city milk <br /> inspection service. He did not feel sufficient consideration:,had been given to the matter or to <br /> public opinion. He was concerned that milk now being sold in the city was not of good quality, <br /> and felt people should be protedted. <br /> Mayor Anderson exp}ained that the city was advocating legislation to make state inspection more <br /> effective. <br /> -. e <br /> Councilman Tea~ue requested staff to have a report to the Council before the legislative session <br />~ 10/12/70 - 2 <br />
