Roll call vote; the motion <br /> carried unanimously, 6:0. <br /> Council Bill 2905 was read the second time by council bill number only. <br /> Ms. Schue moved, seconded by Ms. Wooten, that the bill be <br /> approved and given final passage. Roll call vote; all <br /> councilors present voting aye, the bill was declared <br /> passed (and became Ordinance No. 19408). <br /> III. ORDINANCES AMENDING SPECIAL ASSESSMENTS <br /> City Manager Micheal Gleason said the proposed ordinances amend pre- <br /> assessments that were made some time ago. He said the improvements have now <br /> been completed and the actual costs were less than the pre-assessments. <br /> Answering a question from Ms. Bascom, City Engineer Bert Teitzel said the <br /> property owners have been paying assessments made when the contracts were <br /> awarded. The assessments were estimates of the cost of the projects. The <br /> actual cost was less than the estimates and so payments will be reduced. <br /> People who paid the entire pre-assessment will receive cash refunds. Mr. <br /> e Gleason added that the pre-assessing system was approved by the council <br /> several years ago to maintain funds in the City's Bancroft account. <br /> CB 2906--An ordinance concerning assessments for paving, <br /> sanitary sewers, storm sewers, and sidewalks <br /> on Spring Boulevard from 38th Avenue to Dogwood <br /> Street; amending Ordinance No. 19136; and declaring <br /> an emergency. <br /> CB 2907--An ordinance concerning assessments for paving <br /> and storm sewers on Hawthorne Street from <br /> 500 feet west of Berntzen Road to Berntzen Road; <br /> amending Ordinance No. 19157; and declaring an <br /> emergency. <br /> CB 2908--An ordinance concerning assessments for paving <br /> 6th Avenue from 1,100 feet west of Garfield <br /> Street to 600 feet west of Garfield Street; <br /> amending Ordinance No. 19289; and declaring an <br /> emergency. <br /> e MINUTES--Eugene City Council September 22, 1986 Page 3 <br />
