Metropolitan Cable/Television Commission <br /> <br />Mayor Obie said the telecommunications industry was deregulated by the United <br />States Congress last year. Consequently, the function of the Metropolitan <br />Cable/Television Commission and the use of the cable franchise fee should be <br />re-evaluated. He asked the City Manager to develop a process for the <br />re-evaluation. <br /> <br />D. Reorganization of Metropolitan Policy Committee <br /> <br />Ms. Wooten said she did not agree with including the Metropolitan <br />Cable/Television Commission in the reorganization of the Metropolitan Policy <br />Committee (MPC). <br /> <br />Responding to Ms. Wooten, Ms. Schue said Urban Services Policy Committee <br />members did not discuss the inclusion of the Cable/Television Commission in <br />the reorganization very much. <br /> <br />Mr. Gleason said the council will consider the reorganization of the MPC next <br />week and City Attorney Keith Martin will present a report on the cable <br />franchise fee at that time. <br /> <br />E. Public Access Channel 11 <br /> <br />Ms. Bascom said she understood that Eugene City Council meetings were to be <br />televised on a PEG (public, education, government) access channel. <br /> <br />F: Mayor's Recommendations for Committee Appointments <br /> <br />Ms. Wooten and Ms. Bascom said they would like to talk to Mayor Obie about <br />candidates for committee appointments. <br /> <br />II. CONSIDERATION OF RECOMMENDATIONS FROM THE COUNCIL SUBCOMMITTEE <br />REVIEWING CITY BOARDS AND COMMISSIONS <br /> <br />Ms. Wooten moved, seconded by Mr. Holmer, that the <br />recommendations of the Council Subcommittee on Boards <br />and Commissions be approved. <br /> <br />Ms. Ehrman said the committee recommended that people who serve three- or <br />four-year terms be appointed to only two consecutive terms on advisory groups <br />and that people who serve terms of less than three years be considered for <br />reappointment until they have served a maximum of six years. The committee <br />also recommended no change in the council's policy concerning the appointment <br />of non-residents to advisory groups and no limit on the number of advisory <br />groups on which a person may serve.
