<br /> Mr. Mehringer noted that a joint policy committee on the River Road/Santa Clara <br /> e area was researching alternatives to traditional gravity sewers, and stated that <br /> the provision of gravity sewers by the City of Eugene was not the only answer. <br /> He indicated that Director of Public Works Don Allen had acknowledged at the <br /> Planning Commission's public hearing that it would take two to five years from <br /> the time of annexation for the City of Eugene to provide sewer service, and <br /> claimed that the City of Santa Clara could do as well. He stated his opinion <br /> that this annexation request was illogical and untimely. <br /> Alan Wagner, 4502 River Road, asked for specific timetables for the provision of <br /> services through the City of Eugene and the proposed City of Santa Clara, so <br /> that residents of the area could make an informed choice, and asked the council <br /> to table the annexation request until after the Boundary Commission had given a <br /> ballot title to Santa Clara. <br /> Responding to testimony, Mr. Hayes observed that Ms. Mulder of the Planning <br /> Commission was available to answer questions. He explained that the six lots to <br /> which Mr. Greer had referred were not an island and were not critical to the <br /> annexation. Responding to Mr. Mehringer's question as to whether leases had <br /> been signed in the Hayden Island development, he said that approval had been <br /> given in good faith, and that development potential was not one of the fbur <br /> criteria which the council was required to consider. <br /> There being no further testimony, the public hearing was closed. <br /> Res. 3792--A resolution forwarding a recommendation to the Boundary <br /> Commission for annexation of property located north of <br /> e Division Avenue, east and west of Ross Lane to the City <br /> of Eugene and the Lane County Metropolitan Wastewater <br /> Service District. <br /> Councilor Obie moved, seconded by Councilor Smith, that findings <br /> supporting the annexation as set forth in Planning Commission <br /> staff notes and minutes of July 12, 1983 be adopted by reference <br /> thereto; and that the resolution be adopted. <br /> Councilor Wooten asked staff for details on the level and timing of improvements, <br /> noting that the applicants were clearly expecting immediate services. Mr. <br /> Gleason replied that residents had control over the timing through the Bancroft <br /> system, and that the sewer trunk line would be in place within two years. <br /> Councilor Lindberg asked what the rationale was for including the non-petitioners. <br /> Mr. Hayes replied that Boundary Commission staff had suggested the inclusion to <br /> avoid the creation of islands and to permit the logical and orderly provision of <br /> services. In response to a question from Councilor Hansen, he stated that the <br /> City's policy was incremental voluntary annexation.
